APPLICATION: Site Plan 27-2005
APPLICANT: Diamond Autos is the applicant for this request.
REQUESTED ACTION: Applicant seeks site plan review for a proposed used auto and
boat sales and service operation.
LOCATION: The subject property is located on East Quaker Service Road.
EXISTING ZONING: This property is zoned HC-I, Highway-Commercial-Intensive.
SEQRA STATUS: This action is a SEQRA Unlisted action.
PARCEL HISTORY: No Previous Planning Board activity.
PROJECT DESCRIPTION: The applicant proposes an auto and boat sales and service
operation, including 3,500 sq. ft. of combined building area, 74 parking spaces/display
areas, stormwater management, lighting and landscaping.
STAFF COMMENTS:
The applicants indicate that the plan has been revised to reflect a single phased project;
however the drawings still appear to show staging of the development.
The calculations on drawing C1 identify that 13 customer parking spaces are required,
however the corresponding site plan show 8+1 handicapped space, 4 more "customer
spaces' should be labeled as such on the site map.
The drive aisle to the accessory/boat service area needs to be 24' wide, this should be
corrected. The area identified as "reserved for boat display" should remain grassed
area.
The applicant is requesting a waiver from the buffer zone requirements between the
North corner and the Niagara Mohawk ROW.
The applicants have enhanced their previously submitted landscaping plan as
suggested. The revised plan meets the requirement for the landscaped strip along the
road (3 shade trees are proposed) and the interior parking requirement of 1 shade tree
per 15 spaces (6 required and 6 proposed). It appears that the required 8% (2,389 sq.
ft.) of interior landscaped area (29,860 sq. ft. of total parking area) has been met, but
calculations to this effect should be provided. Consideration should be given to
replacing the areas identified as "perennial/seasonal' with evergreen low or evergreen
tall screening shrubs (from the list of recommended species) for better screening and
less maintenance.
