RESOLUTION AUTHORIZING AND RATIFYING ENGAGEMENT
OF BEHAN COMMUNICATIONS FOR PROVISION OF
PROFESSIONAL PUBLIC COMMUNICATIONS AND
COMMUNITY ENGAGEMENT SERVICES RELATED TO JENKINSVILLE
AREA ENVIRONMENTAL ASSESSMENT

WHEREAS, the Queensbury Town Board wishes to authorize and ratify the engagement of
Behan Communications for professional public communications and community engagement services
related to the Jenkinsville Area environmental assessment for the amount of $300 per hour not to
exceed a total of $9,500 for the initial phase of work, as delineated in Behan Communications’ letter
proposal dated April 21, 2021,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes, directs and ratifies the
engagement of Behan Communications for professional public communications and community
engagement services related to the Jenkinsville Area environmental assessment for the amount of $300
per hour not to exceed a total of $9,500 for the initial phase of work, as delineated in Behan
Communications’ letter proposal dated April 21, 2021 substantially in the form presented at this
meeting, and
BE IT FURTHER,
RESOLVED, that such services shall be paid for from Engineering Account No.: 001-1440-
4720-009, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs the Town Budget Officer to
take all actions necessary to amend the Town Budget and effectuate the transfer of $9,500 from
Undesignated, Unassigned General Fund Balance Account No.: 001-0000-0909 to Engineering
Account No.: 001-1440-4720-009, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
execute any needed agreement and/or any necessary documentation and the Town Supervisor and/or
Town Budget Officer to take all action necessary to effectuate the terms of this Resolution.

Dear Supervisor Strough and Town Board Members:
Thank you for inviting Behan Communications Inc.to assist the Town of Queensbury in
providing public communications and community engagement services related to the
Jenkinsville Area Assessment.
Our firm brings more than 30 years'experience in helping clients communicate effectively
about environmental protection and public health issues and in conducting community
outreach programs. Our clients have included municipalities and local government
organizations,the largest multi-state environmental remediation trust in the United States,
environmental and community groups, and major corporations.
As you requested,we will:
- Present recommendations on the establishment of a public participation process to
engage members of the community in the ongoing discussions of these matters;
- Prepare timely informational materials for residents and property owners in the
Jenkinsville area and throughout the community;
- Update and expand informational materials on the town website;
- Assist in developing an accessible and convenient town repository so that members
of the public have easy access to documents and other information about this
matter;
- Coordinate with the state Departments of Environmental Conservation and Health
and other parties and attend meetings and consult with town officials, as requested.
Our professional services will be billed at the rate of$300 per hour. Our fees for the initial
phase of our work,as outlined above,will not exceed$9,500. Our work began April 16, 2021.

Town Board's goals:
• To protect the health of the public and the environment;
• To try to help put into place a safe, reliable, long-term drinking water solution as quickly
as is practically possible; •
• To ensure that a comprehensive assessment of the environmental conditions in the area
is conducted,that sufficient and reliable data are collected and analyzed,and that
community residents have confidence in any decisions that may result,and
• To provide factual information to the community and ample, opportunities for
Queensbury residents to have their questions answered
