Dear Mr.Round:
We have reviewed the submission package consisting of the General Information Form a Short
Environmental Assessment Form,four(4) plan sheets(dated May 29,2002)and a Stormwater
Management Report(dated May 2002). Based on our review of these documents we offer the
following comments:
1. The development occurs on three lots. In order to meet the building setback requirements it
is necessary to combine the three separate lots into a single lot It is not clear if this has
been,or will be,done.
2. The parking lot is constructed on fill approximately 10 feet from the wetland boundary.
Placement of the fill and maintenance of the proposed silt fence is critical to protecting the
wetlands.
I Traffic flow signage and stop bars should be incorporated into the plans.
4. Should vehicular access be provided around the building in the area between Bay Road and
the west side of the building?
5. Is a 10'radius on the curbing approaching the drive through sufficient? Consideration
should be given to increasing this radius.
6. The water service to the building is 8-inches in diameter. Is the main designed to supply
water to a sprinkler system? Consideration should be given to providing a hydrant on the
water line servicing the building.
7. Regarding the site lighting plan,there are several areas of poor lighting in the parking lots.
8. Regarding wastewater disposal,what is the current status of public sewers? How is the
timing of this project related to the installation of public sewers? It is presumed that the
temporary on-site system,once considered,is not part of the plan.
9. Erosion and sediment control details should be added to the plans.
10.It appears that the western portion of the parking area located northwest of die office
building drains directly to the wetlands. The plans should be revised to ensure that the
runoff from all pavement is directed to a detention basin.
11.The bottom elevation in the southwest detention basin(along Bay Road)is higher than the
outlet elevation. This appears to be a typographical error.
12. The rim elevation on the outlet structure for the easternmost detention basin is higher than
the berm around the basin. The top of berm elevation should be higher than the top of
frame elevation.
