West Mountain Villages (Planned Unit Development): A meeting with the Town Consultants regarding traffic concerns. 2. State Environmental Quality Review Act for the following: Bedford Close, Section 6 Subdivision located at the intersection of Corinth Road and West Mountain Road. For 23 lots on 34 ± acres of land in a Suburban Residential 1 acre zone. Hickory Acres Subdivision located 200 ft. south of Sweet Road, 1,000 ft. west of Country Club Road. For a 10 lot subdivision of the present 13 acres of vacant land. Lots will be sold. Zone: Single Family Residential 1 acre zone. 3. Recommendation by the Planning Board on Rezoning Petitions. Mann, Secretary Frank DeSantis Peter Cartier Joseph Dybas Keith Jablonski Absent: Victor Macri Town Consultants: Thomas Nace of Rist Frost Associates, Dennis J. MacElroy, P.E. of Environmental Design Partnership, Dennis O'Malley of Greiner Engineers. Mr. MacElroy: All reports and correspondence are submitted to the Town Board. Mr. O'Malley: There is a need for a dialogue to discuss the impacts of traffic as it relates to the Master Plan. There is a need for a reasonable approach. This is a phased project. The only way to evaluate the project is a "best guess" approach. It is difficult to decide what will be the preferential route will be until the project is constructed. The process which we are trying to come to grips with in Phase I; there are minimal impacts on Exit 16 or Exit 18. After Phase I, that is where the impacts occur. At that point we need to reevaluate the project. We cannot, at this time, evaluate what will happen. There is very little data on how this type of development affects the traffic circulation. The Town has the right to review the project prior to any subsequent phases. Mrs. Mann: My understanding is that the major commercial investment is to be completed in Phase I. That is a heavy advantage when they want to go to Phase II. Mr. MacElroy: There is some misunderstanding. What we will be looking at are road improvements based on the impacts. over Mr. Cartier: Mr. O'Malley: Mr. DeSantis: Mr. Dybas: Mr. O'Malley: Mr. DeSantis: Mr. Cartier: Mr. DeSantis: Mrs. Mann: Mr. Roberts: - We do not want to approve Phase I based on possibilities. We take background growth, circulation patterns, road constraints and predicted populations of the Planned Unit Development and make calcula tions. Conceptual approval will be granted with the understanding that traffic will be monitored. There are 4 lanes to VanDusen Road. What happens beyond that? This is to take place in 1993. The approvals necessary should be applied for currently. Ten years from today the project is in Phase II and we have no hard information on it. Has the Village of Corinth been involved in these discussions. Yes, they are generally negative. The Department of Transportation feels that Exit 18 will have problems no matter what development occurs. Does Fred Austin believe that he can accomplish the minimal improvement necessary for Phase I and Phase II? How long has it taken to build Quaker Road? We need to know from Fred Austin what his capabilities are. Requirement for light at Potter and Aviation Road but no impact at Exit 19 and Exit 20. How is this possible? Where are they going? Both stated that there is inconsistency throughout this document. The three year construction period will take a drastic toll on the existing roadways. How will Fred Austin be able to take care of road improvements when he probably will only be able to do repairs. The Towns' philosophy is not to allow 4 lane traffic on West Mountain Road. Exit 18 becomes critical at any point beyond Phase I. There are also limitations on the exit and entrance ramps. Three percent background growth is not appropriate for this area of Queensbury. The Board requests a written report from the Town's Consultants. The Board requests information from Fred Austin. Finicular information - trip generation and roadway impacts.
