Resolutions 1. PB decision Project Description Applicant proposes to install 1,000 sq. ft. linear fence to allow for outdoor animal walking area of about 40,000 sq. ft. The fence is to be connected to the existing 5,752 sq. ft. building. The fence allows for an enclosed area to safely walk animals that are in the care of the facility. The project includes maintaining four sheds on the property. Pursuant to Chapter 179-9-120, 179-5-020 & 179-5-070 of the Zoning Ordinance, sheds and fences for commercial properties require site plan review and modifications to an approved site plan shall be subject to Planning Board review and approval. Staff Comments  Location-The project site is located at 270 Queensbury Avenue on a 10.27 ac parcel.  Arrangement- The project site has an existing 5,752 sq ft building that is to remain. There are four existing sheds on the site that are also to remain.  Site Design- The arrangement on site is to remain the same and the fence is to be connected to the main building  Building – The existing building is to remain. The fence connects to the existing building to allow employees to walk animals within the area to be fenced in. The applicant has indicated the animals are brought outside by an employee and brought back in the same way. Animals are never left in the yard unattended per the applicant.  Traffic- There are no changes to the parking or access to the site by employees  Grading and drainage plan, Sediment and erosion control-  Landscape plan-There are no changes to the landscaping on site. The fence is to have slats for screening.  Site lighting plan-There are no changes to the existing lighting on site.  Utility details-There are no changes to the utilities on the site.  Signage-There are no changes to the signage.  Elevations, Floor plans-There are no changes to the building or sheds on the site.   Waivers-Planning staff has reviewed the applicants request for waivers that include items g. site lighting, h. signage, j. stormwater, k. topography, l. landscaping, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver as these items for this specific project as there are no site changes and the project is in regards to a fence to allow animals to be walked in an enclosed space behind the existing veterinarian building..  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted. Summary The applicant operates a veterinarian facility and proposes to install a 6 ft privacy fence that is to be approximately 1,000 feet of fencing.
