York Date : May 19, 1992 Application Number: Site Plan No . 22-92 Applicant ' s Name : Stanley Gannon, Jr. Meeting Date : May 21 , 1992 The application is for an expansion of an existing commercial business on Quaker Road. The applicant proposes to add an office and bay to an auto body shop. Both areas of expansion are on existing blacktop so there will be no increase of storm water . In fact , the applicant is in the process of removing blacktop in order to create greenspace in another area. The existing holding tank will be moved to afford the addition. This application was reviewed with regard to the criteria for site plan review. 1 . The location, arrangement and size of the additions are well thought out and consistent with the existing development . 2 . Vehicular access is existing and not an issue. 3 . Off street parking and loading is adequately provided for . 4 . Pedestrian circulation is not an issue . 5 . Storm drainage runs into an existing drainage ditch and will not be increased because of this development . 6 . Water and sewage disposal systems are existing. holding tank will be moved but will comply with Town standards . 7 . The applicant met with the Beautification Comm. existing plantings will remain. 8 . Emergency access is provided from two existing drives Quaker Road. 9 . Ponding, flooding and erosion potential are not a concern. It is the policy of the Warren County Planning Board to follow the procedures of the New York State General Municipal Law, Section 239-M, with regard to Municipal Zoning actions that are referred to and reported thereon. The following are procedural requirements that must be adhered to: 1.) The Warren County Planning Board shall report its recommendations to the referring municipal agency, accompanied by a full statement for such actions. If no action Is taken within thirty (30) days or agreed upon time, the municipal agency may act without such report. 2.) If the recommendation is for disapproval of the proposal, or modification thereof, the municipal agency shall not act contrary to such action except by a vote of a majority plus one of all the members thereof and after the adoption of a resolution fully setting forth the reasons for such contrary actions. 3.) Within seven (7) days after the final action by the municipal agency having jurisdiction on the recommendations, modifications or disapproval of a referred matter, such municipality agency shall file a report with the Warren County Planning Board on the necessary form.
