RESOLUTION AUTHORIZING ENGAGEMENT OF
BEHAN COMMUNICATIONS TO CONTINUE PROVISION
OF PROFESSIONAL PUBLIC COMMUNICATIONS AND
COMMUNITY ENGAGEMENT SERVICES RELATED TO
JENKINSVILLE AREA ENVIRONMENTAL ASSESSMENT

WHEREAS, by Resolution No.: 170,2021, the Queensbury Town Board authorized
engagement of Behan Communications for professional public communications and community
engagement services related to the Jenkinsville Area environmental assessment, and
WHEREAS, the Town Board wishes to authorize the continuance of such services at the
same rate of $300 per hour; estimated to be approximately 14 hours per month for the next 12
months as delineated in Behan Communications' letter proposal dated July 2,2021,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes and directs the
engagement of Behan Communications for continuance of its professional public communications
and community engagement services related to the Jenkinsville Area environmental assessment for
the amount of$300 per hour, estimated to be approximately 14 hours per month for the next 12
months as delineated in Behan Communications' letter proposal dated July 2, 2021 presented at this
meeting, and

BE IT FURTHER,
RESOLVED, that such services shall be paid for from Engineering Account No.: 001-1440-
4720-009, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs the Town Budget Officer to
take all actions necessary to amend the Town Budget and effectuate the transfer of$50,400 from
Undesignated, Unassigned General Fund Balance Account No.: 001-0000-0909 to Engineering
Account No.: 00 1-1440-4720-009, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
execute any needed agreement and/or any necessary documentation and the Town Supervisor
and/or Town Budget Officer to take all action necessary to effectuate the terms of this Resolution.

and Community Engagement Services
Dear Supervisor Strough and Members of the Town Board:
We are pleased to offer this proposal to continue to provide professional public
communications and community engagement services to the Town of Queensbury in
connection with the Jenkinsville Area Assessment.
Our firm brings more than 30 years' experience in helping clients communicate effectively
about environmental protection and public health issues and in conducting community
outreach programs. Our clients have included municipalities and local government
organizations, the largest multi-state environmental remediation trust in the United States,
environmental and community groups and major corporations.
During the first phase of our work for the Town of Queensbury, as you know, we made
recommendations to the Town Board on the establishment of a public participation process;
prepared two fact sheets and one announcement for property owners and residents of the
Jenkinsville area; assisted the town in getting informational materials posted on the town web
site; obtained postal addresses for and created a conventional mailing list of properties in the
Jenkinsville area, and mailed two community updates to the full mailing list; expanded the
town's email list for this project; reached out in letters and emails to residents in the
Jenkinsville area to invite their input on the public participation program;.assisted the town in
answering town residents' questions and/or referring them for answers to the appropriate
state agencies; consulted with town officials as requested, and worked directly with the
Department of Environmental Conservation to obtain information.

We propose to continue to provide these and related services to the Town of Queensbury for
the next 12 months at the same rate of$300 per hour. Based on our experience since April, we
estimate the level of effort required will be approximately 14 hours per month. We will bill the
Town of Queensbury no more than $4,200 per month, unless authorized to do so by the town
in advance.This is not a retainer. We will bill the Town only for services performed, and our
firm will provide an itemized monthly bill of our.professional services. Should we incur expenses
on behalf of the town—mailings to the Jenkinsville community, for example—we will bill these
expenses to the town at cost.
If these terms are acceptable to the Town of Queensbury, we will incorporate them in our
standard engagement agreement.
We are honored that you called on us to serve the Town of Queensbury and hope to have
.continuing opportunity to work with you and the residents of Queensbury. I would be happy to
