Re:Site Plan 61-2007 VMJR Companies
To:Craig Brown, Zoning Administrator
As requested I have reviewed the documentation you forwarded to me regarding the above
referenced project. Included in the revised documents submitted to VISION were; various response
letters, addendum, and reports from Bergmann Associates dated June 13, 2008, SWPPP dated
June 12, 2008, and revised Drawings C-0 thru C5.1, D-1 thru D-5, and X-1 thru X-2.1. Based on

6.Dwg C-1; The second median along Quaker Ridge Blvd. appears to be getting extended for
the project. Please clarify. Recent changes to the layout will require median alterations.
Medians have been removed. Completed.
7.Dwg C-1.1; The County right-of-way should be shown on the plans. The sidewalk proposed
along Quaker Road may require county approval. Coordination with local, county, and/or state
agencies will be required for the sidewalk location and future maintenance.
9.Dwg C-1.1; It is not indicated if Quaker Ridge Blvd. is currently a Town road. Consideration
should be given to having Highway Superintendent inspect and certify roadway. Existing
drainage, medians, and etc. should be observed and any necessary corrections completed.
The Applicant has agreed to remedy any concerns of the Highway Department.
10.Dwg C-1.1; The north-eastern most exit lane at the main entrance does not have adequate
clearance to the median to exit. This would work as a turn right only. Recent changes to the

removed. Completed.
13.Dwg C–2; No force main connection detail is provided. Additionally, a lift station detail and
specifications should be provided. To be submitted in final design. Consideration should be
given to ballasting any tanks where shallow groundwater may exist.
20.Dwg C–3; Additional spot elevations should be provided around the building perimeter and
for curbs (top and bottom), sidewalks, concrete pads/slabs, and etc. Arrows delineating flow
patterns should be considered to better identify such. To be completed when layout and
design is finalized.

Completed.
34.The northbound left turn lane is missing on Quaker Road at the proposed signal.
35.The revised site layout might create difficulties for large delivery trucks to maneuver on the
site. In particular the need for trucks to make a right and immediate left down a parking aisle
at the second entrance. If any cars are stacked at the exit, this will be more difficult to
maneuver without potential delays or confusion. A more direct route to the rear of the building

New Comments:
SWPPP
36.Worksheet 2 for Developed Condition DA-1 and DA-2 indicates impervious cover with
a CN of 95. The generally accepted value for paved surfaces, roofs, and etc is 98.
Please clarify. The descriptions appears to be erroneous as well.
37.The Tc path for DA-1 and DA-2 should be further clarified either in the narrative or on
the provided subcatchment maps.
38.It is not clear if the design calculations assume the ponds are empty. If so, please
clarify how the ponds will drain below the outlet inverts between storms so that the full
storage capacity in the calculations is available. Also is should be verified and/or
indicated what elevation the wet pool may exist at locations where the lower portions
of the ponds are below groundwater and/or where bedrock excavation may be required
for the proposed grades.

39.A minimum of 1-ft freeboard shall be provided above all pond high-water elevations for
the 100-yr storm event.
Thank you, and please do not hesitate to call if you have any questions, comments, or require
addition information.
Sincerely,
Daniel W. Ryan, P.E.
