Staff Notes for 8/17/2021 Town of Queensbury Planning Board Community Development Department Staff Notes August 17, 2021 Site Plan (M) 45-2021 STEWART’S SHOPS CORPORATION 777 Quaker Road / CI – Commercial Intensive / Ward 2 SEQR Type II Material Review: application, survey, site plan and elevations Parcel History:AV 5-1989, SP 20-1989, SP 59-2004, SP 8-2007, SP 60-2010, SEP 789-2016, AV 50-2021 __________________________________________________________________________________________ Requested Action Recommendation to the Zoning Board of Appeals for a 744 sq. ft. addition to an existing 2,954 sq. ft. building and a 100 sq. ft. new roof overhang, both on the west side of the building. Resolutions 1. Recommendation Project Description Applicant proposes a 744 sq. ft. addition to an existing 2,954 sq. ft. building and a 100 sq. ft. new roof overhang, both on the west side of the building. Also included is repainting of the façade and addition of stone veneer on three sides of the building. Pursuant to Chapter 179-9-120 of the Zoning Ordinance, modifications to Variance: an approved site plan shall be subject to Planning Board review and approval. Relief is sought for setbacks. Planning Board shall provide a recommendation to the Zoning Board of Appeals. Staff Comments  Location-The project site is located at 777 Quaker Road on a 1.513 acre parcel.  Arrangement- The site has an existing 2,954 sq ft building and 1,516 sq ft fuel canopy. The site has associated parking, drive aisles/access and landscaping.  Site Design- The project includes a 744 sq ft addition and 100 sq ft over hang to the rear of the building.  Building – The addition is to provide more space to the interior of the building. The overhang is for exterior door and some equipment coverage.  Site conditions-The lane width at the rear of the building is now 22 ft where traffic is still allowed for deliveries. The board may suggest a one way arrangement, possibly signage so to minimize any traffic conflict  Traffic- The site currently has 25 parking spaces and 26 are proposed where 25 spaces is required. (compared as-built survey to proposed site-plan)  Grading and drainage plan, Sediment and erosion control-There are no changes to the existing conditions for site in regards to stormwater management.  Landscape plan- There are no changes to the existing conditions for site in regards to landscaping.  Site lighting plan-The plans indicate there will be wall lights on the rear of the building and canopy lighting for the new addition areas. The plans do not indicate the exact lighting fixture, however the applicant has indicate the entire site lighting foot candle average is 1.24 Fc.  Utility details-There is no proposed changes to the existing utilities.  Signage-There are no proposed changes to the existing signage.  Elevations-The elevation plans show the sides of the building with the addition and the roof overhang area.  Floor plans- - The floor plan shows the entire store and includes the new addition area.  Waivers-Planning staff has reviewed the applicants request for waivers that include items, h. signage, j. stormwater, k. topography, l. landscaping s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver as these are no changing on the site and are to remain the same. The applicant has provided information on. g. site lighting, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted. Nature of Area Variance The addition is to be located 27 ft from the setback and the roof overhang is to be located 22 ft. The 22 ft setback also coincides with the bollard locations to the rear of the building. A 25 ft setback is required.
