Re: SP 34-2010;Final Review
Capital Region Properties, LLC
Dear Mr. Brown;
As requested by you, and in accordance with the Town of Queensbury Code, we have reviewed
the following submitted information for the above referenced project:
• A package of correspondence with a cover letter dated June 28,2010 by Little&
O'Connor regarding the Banquet Patio.
• A copy of a response letter dated June 29,2010 by Little&O'Connor.
• A package with a cover letter dated June 28,2010 by Jarrett Engineers, PLLC regarding
the Wastewater Management.
• A copy of a response letter dated June 29,2010 by Jarrett Engineers,PLLC.
• A 24" x 36" set of Site Plans consisting of a cover sheet, sheets C1 thru C2 and Sheets Dl
thru D2, prepared by Jarrett Engineers, PLLC, dated May 2010 and last revised June 29,
2010.
The transmittal forwarded with the above documents indicated that you are requesting
technical review for Storm Water Management(SWM)and Erosion Control only. As such,
we have not performed a technical review or included any comments related to any other
items or issues for this application.
Based on our review of our previous comments, all previous engineering comments have been
adequately addressed with the following exceptions only, written in Bold Italics:
Sheet C2:
1. (Previous Comment)Although a Stabilized Construction Entrance is shown on this plan,it
is not clear how construction traffic will get from the access/parking area to the actual
construction site between the cabins. This pathway needs to be included on the plan, and as
disturbed area. (Additional Comment)The Stabilized Construction Entrance(SCE) is
shown in a location that appears to be used by all traffic using the facility. The SCE should
be relocated so that only the construction traffic going to the disturbed area of the site will
utilize it

Mr.Craig Brown SP 34-2010 FINAL
July 16,2010
Page 2
Sheet D-1:
1. (Previous Comments)The Stormtech unit shown in Detail 3 Patio Section, does not conform
to the minimum requirements of the manufacturer. Specifically,a minimum of 6" of stone
below the units, and a geotextile fabric must be included. We strongly suggest a separate
detail of the Stormtech unit be shown for clarity. According to the manufacturers
"Requirements" for design and installation,as well as good engineering practice,an
AASHTO M288 Class 2 non-woven geotextile fabric is needed to separate the stone and unit
from the existing earth on all sides. This fabric is highly porous, and will not"plug" and
cause pre-mature failure, unless there is some silt or clay like material getting into the
system that will cause the plugging. If the design engineer feels that this will be the case,
then the system will need additional pre-treatment before being dispersed in the Stormtech
infiltration system. (Additional Comment)The applicant/owner needs to be informed that if
the Stormtech units are not installed per the manufacturers requirements, then the warranty
on the product becomes invalid.
Since these two items are the only comments that remain, our office feels confident that you
or your staff can verify that these comments are addressed for the final signed plan, and our
office will not need to do any additional reviews.
Please call me should you have any questions,or need any additional clarifications.
Sincerely,
Clark R.Wilkinson,P.E.
