Dear Craig:
At the request of Steve McDevitt, owner of property located at 32 North Lane, I have been asked to
provide a Septic System Certification as per the requirements of Zoning Ordinance-Chapter 179-3-
040A(5)(e). Based on the review of the files and existing site conditions I offer the following.
• On November 7, 2005 the Town of Queensbury Board of Health issued variance approvals
(BOH 31, 2005)for a proposed replacement wastewater system to serve the residence at 32
North Lane.
• in November 2005 the Town of Queensbury Building Department issued a Septic Disposal
System permit based on wastewater design plans prepared by Nace Engineering. The
design was based on a three-bedroom flow rate.
• On December 22, 2005 the Town Office of Building &Code Enforcement issued a Certificate
of Compliance for the installation of the approved septic system. The system consists of a
1250-gallon concrete septic tank, a concrete pump tank with effluent pump assembly and
control panel with alarm. The pumped effluent is dispersed thru a stone bed area using 4"
perforated PVC laterals. Nace Engineering provided a compliance letter for the constructed
system dated December 21, 2005.
• 1 have recently inspected the system via the accessible ports of the septic tank, pump tank
and d-box. My review of the system,which has been in operation for over 15 years serving
the year-round residence,was found to be in very good condition. The septic tank appeared
to be in good operating condition. It has a concrete baffle which is still solid and shows little
sign of deterioration. The pump tank contains a simplex pump assembly and a two-float
system which functions with the control panel. A separate alarm control is located within the
basement of the house. The tank, pump and floats appeared to be in good operating
condition. I also reviewed the control panel and tested the alarm in the basement location.
Results indicated normal operation. The area of the absorption field also appears to be
operating normally as there are no indications of abnormal operation.
The Owner has reported that over their six years of ownership and operation he doesn't
recall any abnormal conditions. They last pumped the septic tank in July of 2019 by

Hometown Septic Service. During this past year(due to COVID) have they occupied the
residence on a full-time basis.
In compliance with Section 179-3-040A (5)(e) 1 provide this written certification that the operating
system is in compliance with adopted standards and requirements based on the Town's approvals
(including variances)and issuance of a building permit. The wastewater system was constructed as
approved. In addition,the operating condition of the system is properly maintained and appears to
be providing satisfactory service to the residence. Components of the system (septic tank, pump
tank and d-box)are all readily accessible.
It is my understanding that Mr. McDevitt will soon be submitting an application for Zoning/Planning
approvals for a house addition. As the proposed addition will not change the bedroom count in the
house it will remain as a 3-bedroom flow rate. The existing wastewater system will continue to be a
compliant system for the proposed use. This letter shall serve as the septic system certification
required for those Zoning/Planning applications to proceed through the process.
