Staff Notes for 9/21/21 Town of Queensbury Planning Board Community Development Department Staff Notes September 21, 2021 Site Plan 56-2021 RAYMOND & LINDA SHIRVELL 31 Assembly Point Road / WR – Waterfront Residential / Ward 1 SEQR Type II Material Review: application, site plans, stormwater management, elevations and floor plans Parcel History:SEP 67-2021 __________________________________________________________________________________________ Requested Action Planning Board review and approval to construct a one story, 1,067 sq. ft. residential home. Resolutions 1. PB decision Project Description Applicant proposes to construct a one story, 1,067 sq. ft. residential home. The project includes clearing the lot, installing well, septic holding tanks, stormwater management and driveway area. An existing 100 sq. ft. shed is to remain. Pursuant to Chapter 179-6-065 of the Zoning Ordinance, new floor area in a CEA shall be subject to Planning Board review and approval. Staff Comments  Location-The project is located at 31 Assembly Point Road on a 0.24 acre parcel.  Arrangement- The parcel is located in the waterfront residential zone but is an inland parcel. The site has an existing shed to remain and the remainder is vacant with some vegetation.  Site Design- The plans show the lot to be cleared to the property line and graded for stormwater, septic, house location, and a driveway. The site has an existing drilled well.  Building – The new home is to be single story of 1,067 sq ft with no basement.  Grading and drainage plan, Sediment and erosion control-The plans show most of the site to be disturbed. The project has been referred to the Town Engineer for review and comment.  Landscape plan- The project is inland. The applicant has indicated trees and shrubs will be planted when the project is complete.  Site lighting-The elevation plan shows residential lighting at the front door and the rear door.  Utility details-The project includes an existing drilled well and a new septic system for holding tanks. The holding tanks were approved by Local Board of Health.  Elevations-The elevations show a one story home.  Floor plans-The floor plans show the home to have three bedrooms and kitchen living room area.   Waivers-Planning staff has reviewed the applicants request for waivers that include items h. signage, o. commercial alterations/ construction details, r. construction/demolition disposal s. snow removal.  The waivers requested–Staff finds it reasonable to request a waiver as these items are typically associated with commercial projects.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted. Summary The applicant has completed a site plan application for the installation of a new home on an existing 0.24 ac st parcel where new floor area required site plan review.
