Queensbury Planning Board
February 1, 1984 8:00 P.M.

The minutes of the January 5, 1984 meeting were approved as written.
SUBDIVISIONS:
Bellewood Park Subdivision No. 1-82 (Enoch and patricia Zylowski,
Developers) 12 lots Assembly Point
Seeking final approval for 12 lot subdœvision - all permits are in.
SPEDES permit with letter received January 11, 1984. Some changes
made as a result of public hearing with regard to location of sewage
disposal (septic systems now further f~om lake) and restrictions on
parkway. Motion for approval offered by Mrs. Mann, seconded by
Mr. Dybas. Motion carried unanimously.
RESOLVED: Final Approval granted for Bellewood Park
Subdivision (12 lots Assembly Po~nt)
VanDusen/Woodbury Subdivision No. 1-84 - Conceptual approval
West Mountain Area.
John VanDusen and Michael Woodbury present. This would be a 119
lot subdivision consisting of single family and duplex, lots
averaging 21,000 - 22,000 sq. ft. The land is level, drainage plan
will have to be carefully planned. Mrs. Mann said it is important
that they indicate on the maps which lots could have duplexes so that
prospective buyers would be aware of that possibility. The Board
was presented with two plans, the developers will discuss them with
the Highway Superintendent to determine which is most feasible with
regard to streets and fire protection. Mrs. Mann offered motion for
approval of conceptual sketch plan, seconded by Mr. Noll. Motion
carried unanimously.
RESOLVED; Sketch plan approval granted.
NEW BUSINESS:
Site Plan Review No. 1...84 ... Philip K.. Lau HC-15
Northwest corner Route 9 and Weeks Road
To construct and operate an automobile car wash in a Highway
Commercial 15 Zone on the property situated at the norbhwest corner
of Route 9 and Weeks Road.

Mr. Philip Lau, Mr. Robert Stewart, Esq. and Mr. Art Eisner present.
This is an allowed use, no variances required. House on property
will be removed. Mr. Noll asked about amount of wastewater that
will return to ground. Mr. Eisner said about 2-3 gallons per car.
The wash and rinse water will be re-used. They estimate maximum of
50,000 cars a year, 167 per day. Facility will be similar to the
Broad Street operation. Letter of recommendation from Beautification
Committee on file. Warren County Planning Board recommended approval.
Couple representing Mount Royal Motel expresssed concern about noise/
and lights from automobiles shining into motel rooms. Asked for
fence to protect their property. It was decided that trees and
shrubbery were more desirable than a fence. It will not be a 24 hour
operation. There was a question as to whether or not DEC needed to
be involved. Mr. Stewart will check, the Board did not think so.
Their waste disposal must meet the sanitary code. Motion for approval
offered by Mr. Noll, seconded by Mrs. Mann. Motion carried unanimously.
RESOLVED: The Board approved this Site Plan Review,
Type II. No adverse affect on neighborhood

VARIANCE NO. 891 - Adirondack Grinding Co., Inc.
Corinth Road - 1400 feet east of
West Mtn. road.

Expansion of facilities. Mr. John Girard present. Mr. Girard said
it is essential for him to expand in order to put valuable material
inside rather than storing outside. He has looked into relocating
at Industrial Park and financially this would be impossible for him.
He has talked with all neighbors and has a problem with only one.
It was noted that he employs the handicapped. Mr. Sorlin questioned
the expansion, first variance granted in 19~3, expansions in 1976
and 1978. Mr. Girard said he could fo~~e no further requests for
expansion. This expansion would double what he has presently.
Mr. Threw offered motion for approval, seconded by Mr. Noll. All
voted in favor with the exception of Mr. Sorlin who voted no.
RECOMMENDS: The Planning Board recommends approval of
this use and area variance based on the
following:
No change in character of neighborhood.
No adverse affect on traffic.
To disapprove would create a hardship.
