1984-06-06 1ft MINUTES Queensbury Planning Board Wednesday, June 6, 1984 8:00 p.m. Present: R. Roberts, Chairman K. Sorlin, Acting Secretary J. Dybas W. Threw H. Mann V. Macri R.Noll M. Dean, Staff Minutes of the May 2, 1984 meeting were approved as written. Mr. Roberts acknowledged the resignation of Bill Threw stating that he would be missed a great deal. SUBDIVISIONS: Land O'Pines, Section 5 No. 2-84 - 91 lots off West Mountain and Peggy Ann Roads - Ruggles and Benack, Developers - Coulter & McCormack, Surveyors Mr. Tom McCormack said they had Highway and -Water Dept. approval. Charles Scudder, Consulting Engineer to the Planning Board had requested further information relative to drainage plans. Mr. Ray Buckley, P.E. explained the proposed dry well (22 to 24) system. The property is very flat and he feels the extensive dry well system would be more suitable than creating artificial slopes, thus moving water to another site. "Very little" will leave the development by southwest corner culvert under West Mountain Road. No major flow onto property from adjacent property. Mr. Sorlin questioned the maintenance of the drywells. Mr. Naylor said this is a Highway Dept. responsibility and it's a "headache". Mr. Scudder said he felt this was a rational approach that should work but he wants to see the existing and finish contour lines on the map. Neither he nor Mr. Naylor had seen these plans on paper. Mr. Scudder requested that they include Mr. Naylor in their planning. Mr. Benack felt they were anticipating what may never happen. Mr. Roberts noted that they were looking for much more in the way of specifics for drainage plans than they had in the past. Within one week Mr. Scudder (with Paul Naylor) will write letter requesting what additional information is requested. This review tabled for further information. Westland Section No. 15, #3-84 - 25 lots Fox Hollow Lane, Coulter & McCormack, Surveyors Mr. McCormack said they only have conceptual approval so far. Changes are still being made in the drainage plan. The drainage plan is to remove all water from site to marsh area at Rush Pond. Mr. Scudder requested a separate drainage map with grading and finished contours. This subdivision review tabled for further information. Bedford Close, No. 4-84 - 9 lots Honey Hollow Road, Northern Homes, Inc., Developers - Coulter & McCormack, Surveyors Mr. McCormack and Mr. Michael Carusone present. The Board is satisfied with drainage plan. There will be no infringement on green area. They have Health Dept., Water Dept. approval, also DEC stream crossing permit. Mr. Naylor has agreed to plan. Mr. Scudder I /9 has no objections. Mrs. Mann offered motion for preliminary and Final approval, seconded by Mr. Macri. Motion carried unanimously. Mr. Threw abstained inasmuch as he is doing roadwork on this project. ~ RESOL VED: Preliminary and Final Approval granted contingent on letter of approval from Paul Naylor. The Pines of Queensbury, No. 1-84 - 120 lots off Potter Road, Van Dusen/Woodbury, Developers - VanDusen & Steves, Surveyors Mr. Peter Fitzgerald, Esq. representing applicant. Drainage plan submitted and explained by Ray Buckley. Relationship between lots and roads is shown. Surface runoff to two locations, brook and water shed. They have Health Dept and Water Dept. approvals. Water from existing Kiley Lane will be ditched onto this property for disposal in site drainage system. Mr. Scudder and Mr. Naylor approve. Mr. Noll offered motion for Preliminary and Final approval, seconded by Mrs. Mann. Motion carried unanimously. RESOL VED: Preliminary and Final Approval granted. SKETCH PLAN ONLY - Section 3 Old Orchard Subdivision #5-84 - 7 lots Orchard Drive, Coulter & McCormack Surveyors Mr. Ricciardelli, developer. Mr. McCormack presented preliminary map. Mr. Roberts noted that there are two low points. Mr. Scudder asked for soil and drainage information. Mr. Scudder will write letter requesting additional information. Mr. Macri offered motion granting conceptual approval, seconded by Mr. Dybas. Motion carried unanimously. RESOL VED: Conceptual approval granted. DISCUSSION: Fox Farm Townhouses - Mr. Frank Walter, Consulting Engineer, L A Partnership (Landscape Architects), Messrs. Kennedy and Betz, developers presented plans for luxury townhouses off Fox Farm Road. Slides were shown, discussion of plans. This will be presented to the Warren County Planning Board before coming to the Queensbury Planning Board under Site Plan Review. Discussion held regarding Dombek property on Quaker Road. The majority of the Board feels there should be no more fill to the east and north of the property, ground cover should be planted to prevent erosion. Meeting adjourned 11:40 p.m. '"-,,,
