1984-08-01 /'is Regular meeting of the Planning Board of the Town of Queensbury was held Wednesday August 1, 1984 Present: Mrs. Levandowski, Mr. Dybas, Mrs. Mann, Mr. Roberts, Mr. Sorlin and Mr. Macri Absent: Mr. Noll The meeting was called to order by Chairman Roberts who immediately asked for approval of the minutes of the previous meeting. The minutes were approved (no resolution) The first item on the agenda was a public hearing regarding Old Orchard Subdivision. Mr. McCormack was present and explained the plans for the sub- division. Mr. Scudder, Town engineer, mentioned that he has not had a chance to review the plans with the Highway Superintendent, Mr. Naylor. It was suggested that possibly this could be tabled until I Mr. Scudder could talk with Mr. Nayler. \ , After a short delay, Mr. Scudder said that Mr. Nayler could not come to the meeting as he was ill but he talked to him and he mentioned that he did inspect the site and was satisfied with the arrangements as far as the drainage went and that he would be forwarding a letter to this effect. A member of the board mentioned fire control and it was noted that the developer has agreed to install two (2) fire hydrants. The public hearing was opened to the public, no one present. Public hearing closed Motion by Mrs. Mann, seconded by Mr. Dybas, all voting affirmatively it was RESOLVED THAT the Planning Board hereby gives final and pre- liminary approval contingent upon approval letter from the Highway Superintendent. Approved. Chairman then next noted that he was in receipt of a letter from the Supervisor wherein residents were requesting the rezoning of Homer Avenue. He then noted that everyone on the road in question was not in favor of this request that there had been a coupld of phone calls regarding this pequest. ./,.../.~ Mr. Sorlin mentioned that he fel t-,that Homer Avenue couldn't develop any further residentially. - After discussion as to why Homer Ave. was zoned light industrial the Board decided as follows: I 1ft, Page 2 '- Motion by Mr. Macri, seconded by Mrs. Mann, all voting affirmatively, it was RESOLVED THAT THE Queensbury Planning Board hereby disapproves the request to rezone Homer Avenue from Light Industrial to residential. Disapproved. SITE PLAN REVIEW No. 13-84 - Linda Crain - to operate a dog kennel in Land conservation 42 Acrea zone. Ms. Crain mentioned that she will be giving any dogs obedience training. The dogs will be screened for many things before she accepts any dog at the kennel. All dogs will be trained. There is a need in our area for a kennel such as this just for the boarding of dogs. Chairman then read a letter from a neighbor Mr. Howe. Warren County Planning Board recommended approval . Mr. Robert Eastman mentioned that her own dogs have not been a problem. His only concerns were the boarding of the other dogs and the noise but after coming to the hearing this concern has been elevated. Public hearing closed. Motion by Mr. Dybas, seconded by Mr. Macri, all voting affirmatively, it was RESOLVED THAT the Planning Board approves Site plan Review No. 13-84 as follows: No objectionable or adverse effect on the neighborhood; any future building or expansion must be reviewed by the Planning Board; Approval is granted to the present owner, Mrs. Crain, and not transferable with the property. Approved. SITE PLAN REVIEW NO. 14-84 - Queensbury Factory Outlet Center; Represented by Mr. McCormack. Mr. Macri mentioned the parking areasand the entrances to the back side of the buildings involved. General feeling was that there is a traffic problem in the area as it is now and that this would create more problems. The Warren County Planning Board recommended disapproval and had concerns about the traffic flow. - It was decided to table this to the Sept. 5, 1984 meeting with the following concerns to be dealt with: Traffic flow; space between buildings; roof runoff; rear parking and the beautification concerns. ,Q7 Page 3 SITE PLAN REIVEW NO. 15-84 - Adirondack Baptist Church Robert Lynn, Pastor Rev. Lynn discussed the proposed building it would be a Lincoln Log construction with a full basement. Public Hearing opened. Mrs. Mann asked if this would also have classrooms and he said yes. She then asked if anyone would be living in the building and he answered no.. Mr. Trombley, neighbor to the east asked if there would be a playground as he is concerned about noise and Mr. Lynn said no, there would be no play area, just an area for parking cars. Mr. Trombley then asked if he would be able to see the parking area from his property and Mr. Lynn said no that it would be buffered. Mr. Trombley also is concerned about the water in the area as he often just has adequate water of his own. Phil Carpenter, neighbor to the north was also not in favor of this request as it "would put a crimp in his life style". Chairman noted to those present that you have to consider the alternative of what else could be put on that lot. Henrietta Could not get name - another neighbor also concerned about the parking and most importantly the water in the area. Public hearing closed. Motion by Mrs. Mann, seconded by Mrs. Levandowski, it was RESOLVED THAT THE PLanning Board approves sige plan No. 15-84 as follows: adequate buffering from neighbors, adequate parking, no parking on streets, any expansion must be reviewed by the Planning Board.
