Special Meeting
Thursday, September 5, 1985 7:30 p.m.

The following correction and addition to the July 16, 1985 Minutes
previously approved by the Board. On Page 1 under Subdivisión No.
5-85, Baybridge - Delete sentence 1'There will be no entrance on Bay
Road" and insert "There will be one entrance on Bay Road". In sentence
beginning "If projections about sewer prove...", change to read
"If projections about municipal sewer system prove....." Changes
unanimously approved by Board.
SUBDIVISION No. 5-85 - Baybridge Development, Phase I (no public hearing)

Messrs. Valente, Scudder, Smith, Phillips, Leaver, Morse present.
Mr. Sorlin said FinálApproval had been tabled at last meeting until
letters had been received from DEC and Town Engineer. Mr. Sorlin
read letter of intent for approval from Bill Lamy (DEC) and approval
letter from Dick Morse, P.E. engineer to Planning Board. Mr. Scudder,
P.E. submitted plat for filing as requested at previous meeting.
Mr. Smith noted that a copy of the association by-laws is in file.
Mr. Roberts said it is not necessary to have a letter from Highway
Superintendent as Phase I is on established town toad. Board members
stated that Mr. Valente has complied with everything they have asked
for. Mr. Valente thanked the Board for holding special meeting.
Mrs. Mann offered motion for final approval, seconded by Mrs. Levandowski.
Motion carried unanimously.
RESOLVED: Final Approval of Baybridge Phase I as applicant
has provided all information requested including statement
from Mr. Lamy (DEC) and our own engineer, Richard Morse,
P.E. with regard to actual plot layout and septic system
design, as this is on a public road, no approval from
Highway Superintendent is needed for Phase I.
SUBDIVISION No. 2-85 : Kings Plantation, 90+/- lots Peggy Ann Road

Gabe Armando, Bob Leaver present. Mr. Sorlin noted that this project
has received Preliminary Approval of Phase I, however, map showing
survey plat did not match drainage plan. These maps now conform
for Phase I. Mr. Scudder went over drainage plans - the size of
the drainage culvert under Peggy Ann Road has been changed from 24"
to 30". Mr. Scudder said diameter of pipe is not significant and
can't imagine any objection from City. He introduced letter from
Paul Naylor and letter from himself, as engineer to Planning Board,
~expressing satisfaction with Phase I of project. Letter from Brian
Fear (DOH) recommending approval read by Mr. Sorlin. Mr. Armando

stated these would all be duplexes, no lots will be sold as single
family. Mr. Sorlin offered motion for approval, seconded by Mrs.
Mann. Motion carried unanimously.
RESOLVED: Final Approval granted for Phase I consisting
of 34 lots for duplex housing as applicant has submitted
corrected maps, Highway Supt. approval, Health Dept.
letter, and we have Town Engineer, Charles Scudder, P.E.
recommendation to approve.
FARONE TOWNHOUSE SUBDIVISION - Dixon Road
Leon Steves, present. 45 - 4 plex units in UR-I0 zone. Change in
concept from previous meeting. Will have homewwners association
rather than each plex owner owning small plot of land. Mr. Scudder
said that the developer would have more responsibility, which is
the way it should be. Phase I will probably be in northwest corner
of property - there are approximately 40 acres. Mr. Macri expressed
concern with driveways to Dixon Road and traffic. He said Dixon
Road cannot handle 28 driveways. Board agteed - they prefer two
entrances to Dixon Road. Old Quaker Hill Road within property -
part owned by City, part by Town. City portion used for water main-
no longer being used. Town Water Dept. has venting station on road.
Developer will stay away from that. Mr. Scudder asked for a 50 scale
plan for grading. There is no town water on Dixon Road.
Board discussed reviwing this plan under Site Plan Review but said
it also must meet subdivision criteria. This will trigger SEQR and
long form EAF. Mr. Roberts said plan requires more design work,
concept is good.
No action taken.
