Resolutions 1. PB decision Project Description Applicant proposes to develop a 1.58 acre site with a new car dealership and service center. The new building is to be 6,260 sq. ft. The project includes site design with parking, stormwater management, landscaping & lighting. Pursuant to Chapter 179-3-040, review for new auto use in a CI zone shall be subject to Planning Board review and approval. Staff Comments  Location-The project is located at 44 East Quaker Service Road. The parcel is 1.58 acres.  Arrangement- The parcel of land is currently vacant with boundaries of East Quaker Service Road and Nation Grid power-line property.  Site Design- The project includes two access points onto East Quaker Service Road, appears to be oneway route through the site. The plans include placement of a 6,260 sq ft of a new building, associated parking, stormwater management, lighting, and landscaping.  Building – The building is to be 6,260 sq ft building. There are to be six service areas inside the building with two garage roll doors on either end. The building has a sales display are area, office area on the main floor, and office area on the mezzine.  Traffic- The plan indicate there is to be 99 spots where only 22 spots are required. The parking spaces do not indicate display car locations, versus customer and employee parking. The display of merchandise (a car needs to be setback 25 ft from the property line 179-3-040 CI. The plan show there is an offset to the project entrance to the Quaker Road access – the applicant has indicated the offset is to allow for the parking and driving path through the site.  Grading and drainage plan, Sediment and erosion control-The plans indicated grading on the site will be directed to a drainage basing to a rear portion of the property. In addition, the plans show there is to be infiltration chambers below the pavement. The plans have been forwarded to the Engineer for review and comment.  Landscape plan-The plans show plantings around the building, then at each point of the triangle portion of the property and some additional planting areas near the parking spaces.  Site lighting plan-Nine of the light fixtures A and B are to be at 18 ft in height. The D lighting fixtures, two, are to be 12 ft in height. The average site lighting is to be 1.1 foot candles.  Utility details-The project will require connection to municipal sewer and water connection.   Signage-The elevation shows the location of a wall sign however there are no dimensions or sign details. There is no information on a free standing sign. The sign information is incomplete and not compliant, additional information will be needed for review.  Elevations-The plans show elevations where the showroom/office area is to be 23 ft in height. The plans are missing the color scheme for the building.  Floor plans-The floor plans show the service area, showroom, office area.  Waivers-The applicant has not requested any waivers however additional information will be necessary for the building façade color scheme and the sign details including dimension, style/type.  The applicant has provided information on g. site lighting, h. signage, j. stormwater, k. topography, l. landscaping, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal.  Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The Board is to review the waivers and to determine if they are to be granted. Summary The applicant has completed a site plan application for the development of a 1.58 acre site with a new 6,260 sq ft auto sales and service center.
