372.2021 Supporting Approval of Warren County Board of Supervisors Proposed Res. Approving 275 Bay Rd for the Purpose of the Warren County Bikeway RESOLUTION SUPPORTING APPROVAL OF WARREN COUNTY BOARD OF SUPERVISOR’S PROPOSED RESOLUTION APPROVING USE OF LOT NO. 302.8-1-2, 275 BAY ROAD (AKA MULLEN SITE) FOR THE PURPOSE OF PROVIDING A WARREN COUNTY BIKEWAY AMENITY, A PEDESTRIAN/BICYCLE PARKING/PARK FACILITY RESOLUTION NO.: 372, 2021 INTRODUCED BY: Mr. Anthony Metivier WHO MOVED ITS ADOPTION SECONDED BY: Mr. Harrison Freer WHEREAS, the Queensbury Town Board wishes to support the Warren County Board of Supervisor’s approval of the attached draft Resolution concerning Warren County’s maintenance and ownership of a lot referred to as Tax Map No.: 302.8-1-2 located at 275 Bay Road in the Town of Queensbury, New York with the intention of using it as a Warren County Bikeway amenity, parking and park facility to be enjoyed by residents and visitors, bicyclists and walkers, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby expresses its support of the attached draft Resolution concerning Warren County’s maintenance and ownership of a lot referred to as Tax Map No.: 302.8-1-2 located at 275 Bay Road in the Town of Queensbury, New York with the intention of using it as a Warren County Bikeway amenity, parking and park facility to be enjoyed by residents and visitors, bicyclists and walkers, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to send a certified copy of this Resolution to the Warren County Board of Supervisors, Warren County Planning Department, City of Glens Falls and/or Adirondack/Glens Falls Transportation Council, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to take such other and further actions as may be necessary to effectuate the terms of this Resolution. th Duly adopted this 15day of November, 2021, by the following vote: AYES : Mr. Strough, Mr. Metivier, Mr. Freer NOES : Mr. Ferone, Mr. McNulty ABSENT: None 2 Warren County Board of Supervisors R ESOLUTION N O. XXX OF 2021 RESOLUTION INTRODUCED BY SUPERVISOR STROUGH APPROVING THE USE OF LOT NO. 302.8-1-2, 275 BAY ROAD (AKA MULLEN SITE) FOR THE PURPOSE PROVIDING A WARREN COUNTY BIKEWAY AMENITY, A PEDESTRIAN/BICYCLE PARKING/PARK FACILITY WHEREAS, Warren County is the current owner of lot number 302.8-1-2, 275 Bay Road, Queensbury, New York, and WHEREAS, Warren County has expended taxpayer monies to remove the parcels preexisting building that posed multiple public hazards, asbestos presence among others, and WHEREAS, Warren County is also the owner of the Warren County Bikeway, a paved 9.4 mile multi-use trail for bicycling, walking and running, and WHEREAS, the Warren County Bikeway runs alongside and directly adjacent to this parcel’s southwest property line, and WHEREAS, this currently vacant lot provides a unique opportunity to provide a facility that would better accommodate the users of the adjacent Bikeway, and WHEREAS, this facility would benefit local residents and visitors for many generations to come, and WHEREAS, this approximately one-acre lot has a contamination history, is triangular configuration, has the Town of Queensbury’s 30 foot setback requirements and Commercial Light Industrial zoning; all of which could have potential negative impacts on this parcel’s value, and WHEREAS, this site is uniquely located and would make for an excellent hub site; a pedestrian/bicycle site that would provide parking (and possibly other amenities, like a butterfly park) for residents and visitors who seek to use our trails and routes – access to Warren County Bikeway, Coles Woods Trail, Feeder Canal Trail, Champlain Canal Trail, Halfway Brook Trail, 3 Rush Pond Trail and all their potential offshoots, and WHEREAS, as a pedestrian/bicycle facility, this site could offer our residents and visitors (who bring in tourism revenues) a parking area, park, interpretive signage, a bicycle repair station and more, and this kind of infrastructure makes for a potential candidate for outside grant funding, and be it RESOLVED, that Warren County will maintain ownership of this lot with the intent of using it as a Warren County Bikeway amenity, parking and park facility to be enjoyed by residents and visitors, bicyclists and walkers, and be it further RESOLVED, that the Warren County Planning and Community Development Department will work with the Town of Queensbury and City of Glens Falls and the A/GFTC in researching potential design developments and grant opportunities for this proposed Warren County Bikeway facility. 4
