RESOLUTION AUTHORIZING AWARD OF BID FOR PURCHASE
OF 2022 FORD ESCAPE HYBRID ALL-WHEEL DRIVE FOR
BUILDING AND CODES DEPARTMENT

WHEREAS, in accordance with Resolution No.: 296,2021, the Town of Queensbury’s
Purchasing Agent provided specifications to the New York State Office of General Services
Procurement Program for the purchase of a 2021 or 2022 Plug-In Hybrid or Fully-Electric All-Wheel
Drive Sport Utility Vehicle (Vehicle) as a replacement vehicle for the Department of Building and
Code’s 2012 Ford Escape (Town Asset #8962), as described in specifications prepared by the
Director of Building and Code’s (Director) and/or Purchasing Agent, and
WHEREAS, the Purchasing Agent received one bid for the Vehicle from the New York
State Pro Vehicle Market Place in the amount of $37,484, and
WHEREAS, the New York State Legislature adopted legislation allowing any political
subdivision in New York State to “piggyback” off an existing County/State Bid, and
WHEREAS, the Director has advised that National Auto Fleet Group, a participating
member of the cooperative, municipal purchasing program Sourcewell Contracting, is providing a
Sourcewell Contract #: 120716-NAF price for the Vehicle in the amount of $28,783.98 as set
forth in National Auto Fleet Group’s 11/2/2021 Quote ID: 18953 R1 and therefore in this instance,
the Town of Queensbury wishes to “piggyback” with Sourcewell Contracting, and
WHEREAS, the Director has requested authorization to purchase undercoating for the
Vehicle for an additional amount not to exceed $399, and
WHEREAS, the Town will adhere to all New York State Law bidding requirements,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby accepts and awards the bid for the
purchase of a 2022 Ford Escape (U9B) SE Hybrid AWD for use by the Department of Building
and Codes from the lowest, responsible bidder, National Auto Fleet Group, for an amount not to
exceed $28,783.98 in accordance with National Auto Fleet Group’s 11/2/2021 Quote ID: 18953 R1
in substantially the form presented at this meeting and in accordance with Sourcewell Contract #:
120716-NAF, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Director of Building
and Codes to purchase undercoating for the Vehicle for an additional amount not to exceed $399,
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs that payment for such
Vehicle shall be from Vehicle Account No.: 001-3620-2020, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes and directs the Town Budget Officer to
amend the Town Budget to transfer $29,183 from General Fund, Unappropriated Fund Balance
into Vehicles Account No.: 001-3620-2020 and make any other needed adjustments, budget
amendments, transfers or prepare any documentation necessary to effectuate all terms of this
Resolution, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to
engage the services of auction company GovDeals to sell/dispose of the truck being replaced in the
Building and Codes Department identified as a 2012 Ford Escape, Town Asset No: 8962, and deposit
any sales proceeds into the appropriate revenue account(s) in accordance with the Queensbury Town
Code and New York State Laws, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor,
Director, Purchasing Agent and/or Town Budget Officer to take any and all action necessary to
effectuate the terms of this Resolution.
