Site Location: Quaker Road Tax Map Number(s): 296.20-1-2 Staff Notes: Site Plan: The applicant proposes a 16,000 sq ft Hoffman Car Wash-Jiffy Lube. This would be a multi use car facility. The building will be located east of the Applebees/Lowes site. The applicant has indicated there is wetlands surrounding the property and it is in close proximity to Halfway Brook. The applicant has submitted detailed plans in regards to stormwater control,grading and erosion plan, lighting, landscaping,and site layout. In addition,the applicant submitted information on the amount and type of traffic anticipated for this facility. The applicant has indicated this is not a destination place, it is typically a use where clients are doing other errands. In regards to stormwater control and stream/wetland protection the applicant intends to install an erosion control fabric at the slope of the entire project area to minimize impacts to the wetlands and Halfway Brook. Staff would encourage the applicant to work with Warren County Soil and Water District in regards to the study/reports on Halfway Brook. In addition, Staff would suggest an alternate location for the vacuums-currently they are locate at the front of the property line where it may gather garbage making it look unattractive. Staff recommends approval with the condition the applicant obtain concurrence with Warren County Soil and Water District about stormwater/erosion control around Halfway Brook.
