Yourofficehasrequestedthatwelimitourreviewtothedesignofstormwatermanagementanderosion andsedimentcontrolitemsasitrelatestocompliancetolocal,stateorrelevantcodesandregulations. Basedonourreviewoftheinformationprovided,ChazenoffersthefollowingcommentsfortheÞx consideration: {·©Þ·;©am;;·µ9©z7{;7z;·/·©t 1.Theproposedsiteplanmodificationwilldisturblessthan1acreoflandandwillnotbesubjectto NYSDECPhaseIIStormwaterRegulations.However,theApplicanthasprovidedcalculationsfor the50yearreturnintervalstorm,inaccordancewithSection1796080oftheTownCode. 2.ItisrequestedthattheApplicantprovideclarificationregardingtheintentofthe gravel extensionatthewesternedgeofthesite.ItisnotedthattheDecember5,2011letter,prepared bytheLawOfficesofNewellandKlingbiel,indicatesthatthisextensionisintendedfortrailer parking,howeverthesiteplanindicatesthatthetrailerspaceswillbeaccommodatedwithinthe existinggravelarea(withtheexceptionofthenorthernmostedgeofthelot).Thisgravelextension willcreateapproximately2,800SFofadditionalimperviousareawithinaportionofthesitethat doesnothavestormwatermanagementpractices.Clarificationiskindlyrequested.Additionally, siltfenceshouldbeinstalledatthelimitsoftheparkinglotexpansion. TownofQueensbury SpecialUsePermit32012RobertL.Perkins January11,2012 Page2 3.Thesiteplanindicatesthatdeeptestpitswillbeconductedwithintheinfiltrationtrenchlocations, atthestartofconstruction,toverifyappropriateseparationtogroundwater.Chazendoesnot takeexceptiontothisandhasalreadywitnessedthetestpitdugatthelocationofthenorthern infiltrationtrench.Itisnotedhowever,iftestingwithinthesoutherninfiltrationtrenchindicates theneedforarevisedstormwaterdesign,anyrevisionswouldbesubjecttoadditionalsiteplan review.TheApplicantshallnotifytheTownpriortoconductinganysoiltesting. 4.TheApplicantisproposingasecondinfiltrationtrenchdirectlyadjacenttotheexistingmetalsided warehousebuilding.ItisnotedthatSection6.3.1oftheNYSSWDM,requiresthatinfiltration trenchesbesetback25feetdowngradientfromanystructure.Itisrecommendedthatthe Applicantconsiderimplementingwaterproofingmeasurestoprotecttheexistingbuilding foundationfromdirectwaterexposureassociatedwiththeproposedinfiltrationtrench. 5.TheApplicantshallincludenotesonthesiteplanregardinggradingofthenewlyproposedpaved areasattheinteriorofthesite.Pavementintheseareasshallbeinstalledsuchthewaterwill sheetflowawayfromthebuildingsandtowardtheinfiltrationtrenches,tothegreatestextent practicable. /-Òz7w;-;7·z Itisouropinionthattheapplicantshouldprovideclarificationfortheaboveitemsandincorporatethe changesinsubsequentplansubmissions.
