Minutes of the December 1, 2009 regular meeting held of the Queensbury Parks and
Recreation Commission held at the Town of Queensbury Supervisor's Conference Room
Chairman Irish called the meeting to order at 6:55 pm
Roll Call:
• Present— Conboy, Fusco, Irish, Maine, Mott, White
• Excused—LaBombard
• Staff—Director Lovering,
• Guests--None
Approval of Minutes:
It was moved by Commissioner Maine, seconded by Commissioner Mott, to approve
the minutes from the November 10, 2009 meeting. All members present approved.
Communications and Remarks from Visitors: (see file for copies)
• Resolution reappointing Joseph Fusco as a member of the Town Recreation
Commission
• Resolution authorizing application for funds from New York State Office of
Children and Family Services—brief discussion
• E-mails between Director Lovering and Supervisor Stec regarding budgeted
items—brief discussion. Motion by Chairman Irish to have Director to expend
funds from the adopted budget without prior approval from the Commission or
Town Board with exception of non-budgeted expenditures. Seconded by
Commissioner Conboy. Question called for: 2 yes and 4 no. Motion defeated.
• Budget Control report distributed
• Employee Roster report distributed
• Recreation Commission 2010 meeting schedule distributed—November 2010
meeting date changed to avoid conflict with election day
Unfinished Business
• Queensbury Rowing Club—discussion/draft letter. Director Lovering reviewed
each of the points made in the letter and the justification for each. This was in
response to Commissioner Conboy's request. Fourth "bullet" should be reworded
and include a request for numbers of local residents participating.
New Business
• Lawrence Land Donation—discussion on physical aspects of this property. It is
unlikely this property, which is somewhat flood plain with steep side slopes, can be
developed as a park or as an entry to the Ridge/Jenkinsville Park. It is valuable to
us as "green space" only. Motion by Commissioner Conboy, seconded by
Commissioner Maine to accept this donation and recommend to Town Board to
accept and complete the administrative tasks needed to transfer ownership. All
members present approved.
• Meadowbrook Preserve—Contract with Warren County Soil and Water to develop
an integrated sign system that would identify trails, habitat and history as it
pertains to this property. Camera ready signs would be provided and signs would
be produced and installed by the Department. Estimated cost not to exceed $5,000.
Contract changes to indicate "the Recreation Commission" rather than the Town.
Motion by Commissioner Conboy ,, seconded by Commissioner White to accept
this contract (with changes)and authorize Chairman Irish to execute the contract
for services. All members present approved.
• Safe biking in Queensbury—trail expansion discussion. Commissioner Mott has
developed a proposal to establish a committee to review biking trails, lanes and
safe biking education programs. Several names for membership on this committee
was discussed. Initial meeting date and time established as December 17tH at 7:00
pm.

Additional Information and Reports
Request from Commissioner Mott to explore using the school workout room for a weight
training program for adults was discussed and supported by Commission. Director
Lovering will explore
Adjournment—Motion by Commissioner Mott, seconded by Commissioner Maine to
adjourn at 8:33 pm. All members presented approved.
