RESOLVED, that pursuant to Section 102, Subdivision 10 of the Town Law of the State of New }
York, the following Town Officers and Employees be and they hereby are authorized to attend
the annual meeting of the Association of Towns of the State of New York to be held in New
York City on February 17th through the 20th 1985 .

of the Annual Financial Report to the State Comptroller, as required by Section 34, of the General
Municipal Law with the Town Clerk on or before March 1, 1985, in lieu of filing a separate financial
report as required by Section 119, Subdivision 2, of the Town Law, by February 1, 1985.

RESOLUTION OF APPOINTMENT TO THE TOWN OF QUEENSBURY INDUSTRIAL DEVELOPMENT
AGENCY
RESOLUTION NO. 7 Introduced by Mrs. Betty Monahan who moved for its adoption, seconded

WHEREAS, pursuant to Chapter 752 of the Laws of New York, 1971, effective June 25, 1971,
'-" the Town of Queensbury Industrial Development Agency was created, and
WHEREAS, the certificate of establishment of such Agency was filed pursuant to Section 856
°- (1) of the General Municipal Law of the State of New York designating the membership of said

RESOLUTION TO RETAIN TOWN SURVEYOR
RESOLUTION NO. 8 , Introduced by Mrs. Betty Monahan who moved for its adoption, seconded

RESOLVED, that the firm of VanDusen & Steves of the Town of Queensbury be retained as
the Town Surveyors of said Town for the fiscal year 1985 at an annual compensation of
$1,500.00 and that the Town Supervisor be and she hereby is authorized to execute on behalf
of the Town a contract with Mr. Leon Steves for such services and be it further
RESOLVED, that in addition to the services provided by such contract the Town Board employ
said Leon Steves to perform other services as may be required which will involve the employment
by him of persons to assist compiling data, drafting and similar work, and that the Town reimburse
Mr. Steves for such additional work and expenses in connection therewith during the Fiscal

RESOLUTION TO SET PUBLIC HEARING ON ENACTMENT OF LOCAL LAW #1, 1985
RESOLUTION NO. 22 , Introduced by Dr. Charles Eisenhart who moved for its adoption,

WHEREAS, Chapter 525 of the Laws of 1984 added a Section (458-a) to the Real Property
Tax Law providing a uniform real property tax exemption for veterans, and
WHEREAS, a county, city, town or village is authorized to adopt a local law reducing
the maximum exemption, and
WHERFAS, the proposed enactment of Local Law Number 1 of 1985, a copy of which
is hereto annexed, has been prepared, and
WHEREAS, the proposed enactment of Local Law No. 1 of 1985 is worthy of consideration
for legislative action,
NOW, THEREFORE BE IT
RESOLVED, that the Town of Queensbury hereby sets a public hearing relative to adoption
of Local Law #1, 1985 for Tuesday, January 22, 1985 at 7:30 P.M. in the Meeting Room

LOCAL LAW NO. 1, 1985 ENTITLED "A LOCAL LAW REDUCING THE AMOUNT OF
EXEMPTION BY SECTION 458-a OF THE REAL PROPERTY TAX LAW"
A Local Law reducing the amount of exemption by Section 458-a of the Real Property
Tax-Law.
SECTION 1. Pursuant to the authority of paragraph (d) of subdivision 2 of Section
458-a of the Real Property Tax Law, the amount of exemption
provided,by paragraphs (a),(b), and (c) of such subdivision 2 is
hereby reduced as follows:
(a) $9,000.00 (b) $6,000.00 (c) $30,000.00
SECTION 2. This local law shall take effect immediately upon filing in the
Office of the Secretary of State.
RESOLUTION AUTHORIZING THE TOWN HIGHWAY SUPERINTENDENT TO ENTER PRIVATE
PROPERTY ADJACENT TO TOWN HIGHWAYS
RESOLUTION NO. 23 , Introduced by Mrs. Betty Monahan , who moved for its adoption, seconded
by Mr. Daniel Olson:
WHEREAS, Section 147 of the Highway Law of the State of New York authorizes the Town -�
Highway Superintendent to enter private property adjacent to town highways in order to protect
such highways for purposes such as providing drainage ditches, or removing obstructions, or
other lawful measures, and
WHEREAS, Section 147 requires that prior to entering such private lands authorization by the
Town Board must be obtained, NOW, THEREFORE BE IT
,TD, that the Town Highway Superintendent is hereby authorized by the Town Board
of the Town of Queensbury to enter private prc;;,arty adjacent to town highways throughout
the Town of Queensbury for any and all lawf= purposes, and be it further
RESOLVED, that this authorization shall remain in effect throughout the calendar year 1985.

WHEREAS, Town Law Section 25 requires towns to bond certain public employees, and
WHEREAS, local governments are delegated the authority to set the amount of the bonds for

set after considering the actual responsibilities performed and in accordance with the guidelines

SUPERVISOR WALTER-I would like to give a short year end report. As far as the year 1984,
it was an active one in the Town of Queensbury. As we have just referred in our area finances,
we have tried to do financing of large pieces of equipment because the State Legislation made
that possible, we have been very satisfied and have become a leader as far as other communities
in the area who have asked us for our expertise in these kinds of arrangements. We have also
gone to the market of surplus equipment to fill our needs, particularly in our Highway Dept..
As far as our investment practices, we have made well over a quarter of a million dollars in
interest alone, that considering our interest rates are not as high as they have been in a year
or two previous. We have had the money to invest and kept close watch over our investments.
As far as growth is concerned, our Building and Zoning Dept., last year we had over 18 million
dollars of permits, the value of those permits, they were for new buildings, additions and alterations.
Eighty three of those were industrial / commerical area and they were a quarter of the amount
of the 18 million dollars. We had our first planned unit development, the Top of the World a
new and unique kind of development in the Town of Queensbury for over two million dollars.
We have also brought in record revenues in the Zoning Dept.. We have had an expansion of
a water district, that is the fifth water district that this Town Board has created in the last
five years. That certainly is expanding the services to the people in the Town. Our Highway i
Dept. has continued with record breaking paving miles per year, we have done well over sixteen
miles this year and in addition drainage projects and sewer renovation, it has been a busy year
for our Highway Dept. In the area of Recreation we opened up a park that we hope will be
the first of our neighborhood parks in the Queensbury Park System. We have moved toward
the renovation and expansion of Gurney Lane and we are doing some work in the renovation
of the former Police Bldg., Tomorrow we will be having an open house to celebrate the completion
of the project. We have also been working on resource recovery, I have spent a lot of time
this year, Queensbury was considered that prime landfill to take residue for any of the remains
from the plant. Queensbury was also one of the first communities to give their support and
had indicated that if the County did not go to resource recovery, which they were very smart
to do so, that we would have picked up the ball in Queensbury and gone with the project. We
did not forget our Senior Citizens, in March of 1984 we upped the exemptions to $8700.00 and
we are continuing to look for a place for Seniors to have their activities in the Town of Queensbury.
This is the second year in a row that we have done so well with our budgets that we are able
in early 1985, when our taxpayers received their tax bills to note a reduction of over 20% in
our Town Taxes. We are looking at a new computer system, we will be spending time securing
land for water storage, because of what we know is going to be increased water consumption
in the Town of Queensbury. We are looking forward in 1985 to greater activity as far as our
Queensbury Industrial Development Agency and we hope to enduce the businesses to come to
our Town using that agency as the vehicle. I would hope that the Town Board would take their
committee assignments seriously and that we would be able to be very active as far as the committees
are concerned that we could progress in areas that need work done. I know in 1984 to me was
a year of some satisfaction I would hope that in 1985 we will continue to work together on behalf
of the residents of the Town to bring forth a better community.
COUNCILMAN OLSON-Fran, I would personaly like to thank you for the job that you have done
as Supervisor of this Town. You mentioned the work of the Highway and Water Dept. and the
Highway Dept. had an unusual situation, comparing with other Towns with the sixteen miles
of paving was paid for in the 1984 budget, it is not a bonded project...
COUNCILMAN EISENHART- Mr. Naylor, we have to do 12 miles a year to hold our own?
SUPERINTENDENT NAYLOR-Yes.

almost up to having to do 15 miles, we are maintaining that...

Dear Members of the Queensbury Town Board:
The discussion in recent months about recreation facilities in Queensbury has generated
two basic plans. One -- expanding the existing Gurney Lane facility and the second -- the purchase
and development of Paradise Lake property into a central park for the town.
Looking at the options has generated widespread discussion in many community groups.
Accordingly, a group of Queensbury's youth organized Q.U.E.R.C. (Queensbury Environmental
and Recreational Coalition) which is led by David Lashway. Q.U.E.R.C. has explored the problem
with great care. Based on recreational, environmental and economic factors, the purchase
and development of the Paradise Lake property into a year-round central park for the town
appears to be the best deal for the residents of Queensbury.
Our organization has completed a two-day petition drive in which over 400 residents expressed
support for the Paradise Lake proposal. We have also encouraged residents to write letters
of support to the town council and to attend meetings where possible.
Once again, we would like to state our strong support for "Paradise" in Quensbury. Paradise
is clean, convenient, central, wise, available, and desirable, so let's get Paradise into Queensbury.

SUPERVISOR WALTER- I will take time and read all the letters. I would have to say to your
group we are currently negotiating with the principles for the possible purchase of Round Pond
Property, we have gotten through the first negotiating session and we have items on the table
and we are looking forward to a lot more sessions... There are many aspects of the project
that we need to consider and we will have to seek some professional guidance in various areas.
We appreciate the fact that there has been an expression from the public to the Town Board
and that you young people are taking the time to go around and try to get people to hear about
the project and show their expression to this Board. Thank you for coming out tonight...
COUNCILMAN MONAHAN-I would to bring the people's attention to a few things, the amount
of land involved is eighteen acres and ten of which is underwater, eight of which is the land
around the lake, where the buildings and parking lot will have to be put. It is not an unlimited
amount of land that can have unlimited amount of uses.
