RESOLUTION AUTHORIZING AGREEMENT WITH ADIRONDACK
PARK LOCAL GOVERNMENT REVIEW BOARD

WHEREAS, the Adirondack Park Local Government Review Board (Review Board) was
created by the New York State Legislature and is composed of representatives appointed by the
County Legislatures of those counties lying in whole or in part within the Adirondack Park, and
WHEREAS, the State Legislature provided only partial funding for the Review Board to
perform its statutory functions as set forth in Executive Law §803-a, and recently reduced such
funding by fifty-three percent(53%), and
WHEREAS, the Town of Queensbury wishes to provide $300 in funding to support the
Review Board's work in representing the interests of the Adirondacks' local governments,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the Town of
Queensbury to enter into an Agreement with the Adirondack Park Local Government Review
Board and authorizes and directs the Town Supervisor to sign the Agreement in the form
substantially presented at this meeting, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs payment of$300 to the Review
Board as provided for in the Agreement, to be paid from Miscellaneous Contractual Account

No.: 001-1220-4400, and authorizes and directs the Town Budget Officer to amend the Town
Budget and/or take any actions necessary to provide for such payment, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs the Town Supervisor and/or
Town Budget Officer to execute any other needed documentation and take any other necessary
actions to effectuate the terms of this Resolution.

Enclosed, please find a contract for fiscal year 2022. If you choose to support the Adirondack' �/
Park Local Government Review Board, it Is appreciated.
The Adirondack Park Agency chose to cut our budget again this year, by$16,000 as they did last
year. I did not receive notice of this cut until the second week of July. Immediately after a
debate on the calculations of snowmobile trail miles and Road miles. It certainly appears to be
an attempt to silence the voice of Local Government.The APA for lack of a better term is a
pass-through Agency. We report our spending tathe Agency,they then do the required
paperwork, and funds are released to us from the Comptroller. Your continued support is
important.Thank you.
The debate around snowmobile milage, is the interpretation of the State Land Master Plan.The
APA staff believes they know the exact number of snowmobile miles from 1972 on State Forest
Preserve. The APA believes it to be Approximately 750 miles. They have also stated that they
have graciously allowed for 15% increase of those miles to 848.88 due to the lands acquired
after 1972.The debate stems from a press release from then Governor Nelson Rockefeller that
stated the actual milage of snowmobile trails in 1972 to be 950 miles. I believe a press release
from a sitting Governor, addressing a issue like the snowmobile miles,to calm that user group,
at the time of APA implementation, should have considerable weight.The APA disagrees. They
seem to think press releases from Governors have little value. Currently there are about 750
miles of snowmobile trails in the Adirondacks, with the other 98 miles in reserve.
Other areas to watch in the coming year are a quarry near White Lake in Oneida County. This is
getting a lot of opposition from the surrounding landowners.
A large subdivision in the Town of Jay, Essex County which is partially in the Hamlet of Ausable
Forks, which is in both Essex and Clinton County. This could be another Adirondack Club and
resort, as opposition frorn Environmental groups is already being heard.
A permit to extend the life of a mine in Warren County has also attracted the attention from
Environmentalists.The Owner Barton Mines is a valLled employer in Towns of 3 Counties.
Hamilton, Essex, and Warren.

We are also prioritizing Unit Management Plans that have languished undone.These Units
cannot benefit our Communities from tourism if there are no uses adopted.These Planless
Units break the promise made with every purchase for the Forest Preserve.The Land will be a
benefit to Communities,by increased tourism traffic to the Units. One of the Units without a
Plan adopted was purchased in 1979. It is time for the State of NY to be the Steward they
promised they would be.

Government. We need to know when there are issues in your Town or County,and what your
government position is.

AGREEMENT
THIS AGREEMENT made , 2022 between the TOWN OF
QUEENSBURY, hereinafter referred to as the TOWN, and the ADIRONDACK PARK
LOCAL GOVERNMENT REVIEW BOARD, a Board duly organized and existing
pursuant to the provisions of§803-a of the Executive Law of the State of New York,
acting by and through its duly appointed members, hereinafter referred to as the
REVIEW BOARD.
WHEREAS, the Review Board was created by the Legislature of the State of
New York and is composed of representatives appointed by the county legislatures of
the counties lying in whole or in part within the Adirondack Park; and
WHEREAS, the Legislature of the State of New York has provided only partial
funding for the REVIEW BOARD to perform its statutory functions as outlined in
Executive Law§803-a; and
WHEREAS, the TOWN has authorized an appropriation in the sum of Three
Hundred Dollars ($300) in support of the work of the REVIEW BOARD in representing
the interests of the local governments of the Adirondacks; and
NOW, THEREFORE, it is agreed as follows:
1. The TOWN agrees to pay to the REVIEW BOARD the sum of Three
Hundred Dollars ($300) for the services of the REVIEW BOARD in
representing the TOWN in matters relating to the Adirondack Park.
2. The REVIEW BOARD agrees to provide to the TOWN the benefit of its
services, including but not limited to, attendance at all meetings of the Adirondack Park
Agency, attendance and participation at public hearings conducted by the Adirondack
Park Agency on projects under review by said Agency, periodic reports on the activities
of the Adirondack Park Agency to the Supervisor of the TOWN, especially as such
activities affect the residents of the TOWN and generally to report on the administration
and enforcement of the Land Use and Development Plan set forth in the Executive Law
of the State of New York.
