On behalf of the applicant Brett West, we offer the following response to comments and additional information: 1. According to the site plan review application, the proposed site improvements will disturb less than one (1) acre and thus the project is not required to obtain coverage under the NYSDEC SPDES General Permit for Stormwater Discharges from Construction Activity (GP-0-20-001). However, this project falls within the Lake George watershed and therefore is subject to the stormwater management requirements set forth in Section 147-11 of the Town Code for projects within the Lake George Park. Comments related to the stormwater management and erosion and sediment control features proposed for the site are offered below: No response required. 2. According to the site plan limit of disturbance, this project proposes to disturb approximately 8,367 SF. Projects that disturb less than 15,000 SF are considered Minor Projects per Town code section 147 - 11.E.(1). While only required to submit stormwater calculations meeting the requirements of Town Code Section 147-11.I(2)(a) for minor projects, the Applicant has provided a stormwater analysis in accordance with Major project standards for review. No response required. 3. Labeling does not match between the post-development routing diagram and the associated subcatchment map. This office was able to discern for review; however, the Applicant should update. Response: The subcatchment map has been updated to match the model. 4. All rain gardens are modeled with overflow weirs, but none are shown on the site plans. Applicant to revise accordingly. It appears that in the 25-year storm SMA #1 exceeds the overflow weir elevation and the Applicant to clarify if the Main House design incorporates this inflow . Response: The model has been revised to incorporate both the Main House and Guest House in one model. The weirs are now shown on the plans. 5. Town Code Section 147-11.I(2)(a) states, “Location of the infiltration devices shall be determined based upon soil test pits.” Further, section 147-11.I(2)(e) requires “the bottom of any infiltration device shall be a minimum of two feet above seasonal high groundwater mark and two feet above bedrock.” It does not appear soil test pits were conducted to verify soil type or vertical separation distances. The Applicant shall perform the tests pits and infiltration tests and provide the results. The Applicant should depict the locations of roof leaders if such are proposed. Response: Roof leaders are shown on the Site Plan. 7. The Applicant shall depict any adjacent wastewater treatment systems and water wells. Response: Approximate locations of adjacent wastewater treatment systems and water wells are being located and will be shown on the plans once located. 8. It is difficult to discern if silt fence is proposed downhill of all proposed disturbances as the line types on the erosion and sediment control plan overlap. The Applicant to clarify or revise accordingly . Response: The erosion control plan has been updated to more clearly show the locations of silt fence. 9. The Applicant may be required to execute a stormwater maintenance agreement with the Town in accordance with Section 147-10.D of the Town Code. Applicant to submit a draft stormwater maintenance agreement if required by the Town. Response: Comment noted.
