4.05 4.5 APPOINTMENTS\Establish and Appoint Deputy Assessor-Greg France—RELATED—Provisional—Civil Service Exam-2-14-2022 RESOLUTION AUTHORIZING ESTABLISHMENT OF DEPUTY ASSESSOR POSITION AND APPOINTMENT OF GREG FRANCE AS DEPUTY ASSESSOR RESOLUTION NO. ,2022 INTRODUCED BY: WHO MOVED FOR ITS ADOPTION SECONDED BY: WHEREAS, the Queensbury Town Assessor has advised the Town Board that the Data Collector/Appraiser in the Town Assessor's Office will be retiring in the spring of 2022, and WHEREAS, the Town Assessor has therefore recommended that the Town Board authorize the establishment of a full-time, overtime eligible position of Deputy Assessor as set forth in the Warren County Department of Personnel and Civil Service's Deputy Assessor Job Description presented at this meeting and appointment of a Deputy Assessor to provide for ample training time in advance of the current Data Collector/Appraiser's impending retirement, and WHEREAS, the Town Assessor has reviewed resumes, conducted interviews of candidates and has recommended Greg France for appointment, and WHEREAS, the Town Board wishes to authorize the establishment of the position of Deputy Assessor and appointment of Mr. France as Deputy Assessor, and WHEREAS, Town Policy requires that familial relationships must be disclosed and the Town Board must approve the appointment of Town employees' relatives, and Mr. France is the husband of Assistant Parks and Recreation Director,Jennifer Baertschi-France, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes the establishment of the full-time, overtime eligible position of Deputy Assessor for the Town of Queensbury,and BE IT FURTHER, RESOLVED, that the Town Board further authorizes the appointment of Greg France as Deputy Assessor at the annual salary of$60,000 effective on or about February 15t", 2022 subject to the Town successfully completing a pre-employment physical and background checks as reasonably necessary to judge fitness for the duties for which hired, drug and/or alcohol screenings, and Mr. France's successful completion of a 90 day probationary period, with such appointment to be on a provisional basis until such time as Mr. France places successfully on the Civil Service examination for the Deputy Assessor position and meets any other applicable Civil Service requirements, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs a $5,000 increase in Mr. France's annual salary upon his successful placement on such Civil Service examination, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor, Town Assessor and/or Town Budget Officer to complete any documentation and take such other and further actions as may be necessary to effectuate the terms of this Resolution. DEPUTY ASSESSOR DISTINGUISHING FEATURES OF THE CLASS: An incumbent in this position assists the Town Assessor in determining valuations for assessment purposes of real property within the town and assists with the preparation of the town assessment roll. Duties include all aspects of assessment administration as well as commercial property data collections. Does related work as required. The work is performed under the general supervision of the assessor. Supervision of lower level is a requirement of the position. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Assists Town Assessor with all aspects of assessment administration; Performs appraisal and assessment duties with a concentration on commercial properties; Conducts field inspections and sketches building permit data; Performs appraisal reviews and makes preliminary property valuations; Responds to inquiries of residents and general public regarding property assessments and assessment processes; Supervises assessment staff, Uses computer applications such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments. REQUIRED KNOWLEDGE,SKILLS,ABILITIES AND ATTRIBUTES: Good knowledge of modern real property assessment principles, practices and costs, of local business conditions and commercial construction. Ability to do independent financial and valuation research for both residential and commercial properties; Ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments; Integrity; good judgment; physical condition commensurate with the duties of the position MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma and four (4) years of work experience in which the primary function of the position was the valuation of real property, such as appraiser, real estate broker, valuation data manager,real property appraisal aide or in commercial construction administration. SUBSTITUTION: Satisfactory completion of 30 credits towards a Bachelor's Degree* may be substituted on a year for year basis for up to two years of the work experience described above. NOTE:Education beyond the secondary level must be obtained from an institution that is a regionally accredited or New York State registered college or university. WC: 1/2022 JC: Competitive
