Narrative900 Route 146 Clifton Park, NY 12065 (P) 518.371.7621 (F) 518.371.9540 edpllp.com PROJECT NARRATIVE Facility Renovations and Additions Garvey Hyundai 257 Dix Avenue Town of Queensbury Applicant: Long Rifle Enterprises Inc 257 Dix Avenue Queensbury, NY 12804 January 2022 The applicant is proposing renovations and additions to modification to the existing Garvey Hyundai automotive sales and services facility in order to updated the existing building and increasing parking and vehicle display capacity on the site. The project site is an approximately 6.96-acre parcel location at 257 Dix Avenue, approximately 1,900 feet west of the intersection of Dix Avenue and Quacker Road in the Town of Queensbury, NY. The existing property is a fully developed site that is currently operated as an automotive sales and service facility. The proposed site modification will not result in a change in use or intensity on the project site. The proposed site modifications will include renovations and additions to the existing building in order to update the building and meet the current and future needs of the facility. The project also proposed the expansion of the existing site parking along the northern end of the project site in order to allow for additional customer and employee parking as well as increased vehicle display areas. The existing building is connected to the municipal water and sewer utilities and this project does not propose any change of use or other modifications that would result in increased water and sewer demands. The existing infiltration basin will undergo minor modifications in order to allow for the increased impervious areas on the site. Overall the proposed soil disturbance on the site will be under 1 acre and therefore the site does not require a NYSDEC SPDES Permit. 2 900 New York 146 Clifton Park, NY 12065 (P) 518.371.7621 (F) 518.371.9540 edpllp.com As summarized below the proposed project will be compliant with section 179-9-080 of the Town of Queensbury Code. A. The proposed project does not propose any change in use or intensity of use and therefore remains consistent with the Towns Comprehensive Plan. B. The proposed project complies with the requirements of Chapter 179 of the Town code. The proposed site will meet the parking requirements and greenspace requirements for the existing use and zoning. C. There are no existing pedestrian paths or sidewalks in the vicinity of the project site. Onsite pedestrian activity will remain. D. The proposed project will not result in any modification to the current sewer connection and will not result in any increase in sewer flow rates. E. The proposed project does not propose any change in use or intensity of use and therefore remains in harmony with the general purpose of the Town Code. F. The proposed project will not increase the intensity of the proposed use and therefore will not increase traffic volume. The proposed site modification will be consistent with the existing traffic access and circulation. G. The proposed modifications to the site will include an increase to the amount of on-site parking. This increase will allow the site to meet the existing parking demands while remaining in compliance with the Town Code. H. The proposed project will have no impact on the natural, scenic, aesthetic, ecological, wildlife, historic, recreational or open space resources of the town. I. The proposed project will not result in any changes to the existing pedestrian access and circulation. J. The proposed project will not result in any increase in runoff from the site. The small increase in impervious area will be treated an infiltrated in the existing stormwater basin. K. The proposed project does not include any modifications to the existing water and sewer services and does not propose any increase in water and sewer usage from existing. L. The existing site contains a number of landscape and planting beds along the Dix Ave right-of-way. These landscape areas will remain. M. The proposed site modification will not result in the increased demand for emergency services or fire protection. The proposed project will not restrict any existing fire lanes and access to the site. N. Portions of the site will be regraded in order to ensure there is not standing water on site between storm events. O. The proposed project conforms to all applicable design and performance standards of Chapter 179 of the Town Code.
