Submitted information includes the following: A set of plans, entitled Cumberland Farms, dated last revised March 12, 2012; Architectural plans, entitled Cumberland Farms, prepared by Ah dated February 24, 2012. A project narrative letter and a site plan application with supporting documentation by Bartlett, Pontiff, Stewart & Rhodes, P.C., dated March 15, 2012. Your office has requested that we limit our review to the design erosion and sediment control items as it relates to compliance to local, state or regulations. Based on our review of the information provided, Chazen offers the following comments for the Towns consideration: Stormwater Management & Erosion and Sediment Control: 1.The proposed commercial development disturbs less than 1-acre of land and will not be subject to NYSDEC Phase II Stormwater Regulations. However, Section 179-6-080 of the Town Code states that stormwater drainage plans shall analyze the impacts of a project using at least a 50- year return interval storm for commercial projects. The applican providing required stormwater calculations. However, the Applicant has not provided any information regarding the intended surface beneath this enclosure. Additionally, it appears that the relocation may involve the installation of new curb. For clarification, it is recommended that the Applicant provide a construction detail for this enclosure, as well as depict where stormwater runoff from this area will be directed. 3.The applicant does not depict any erosion and sediment controls minimum, the Applicant shall implement the use of silt fence protection downgradient of the proposed areas of new disturbance. The Applicant shall include details and construction specifications for these measures in the plan set, in accordance with the NYS Standards and Specifications for Erosion and Sediment Control. Conclusions and Recommendations It is our opinion that the applicant should provide clarificatio changes in subsequent submissions.
