PLEDGE OF ALLEGIANCE LED BY TOWN CLERK, DONALD A. CHASE
SUPERVISOR WALTER-We have two resolutions to consider this morning, one to
authorize the Town to purchase land for recreational use and the other to authorize
the Town to submit an application for Land and Conservation Fund Grant. The reason
for the hast of the meeting is that we have been negotiating with Mr. Harris for
property between Ridge and Jenkinsville Road for a year and only over the weekend
have we had our papers in order and Mr. Harris has accepted our proposal. The
Planning Dept. of Warren County has been working on a grant application it will
have to be submitted by 4:30 P.M. this afternoon, this grant to be used at the new
recreation site.
RESOLUTION AUTHORIZING ACQUISITION BY PURCHASE OF LANDS FOR RECREATIOPAL
PURPOSE
RESOLUTION NO. 225, Introduced by Mrs. Betty Monahan who moved for its adoption,
seconded by Mr. Daniel Morrell:
WHEREAS, the Town Board of the Town of Queensbury has determined that increased
recreational activities and areas within the Town would benefit the residents of
the Town of Queensbury and would further serve a public purpose, and
WHEREAS, the Recreation Commission for the Town of Queensbury has recommended
the purchase of lands for park and recreational purposes in accordance with the
recreational master plan for the Town of Queensbury, and
WHEREAS, H. Russell Harris has offered to sell 80± acres of land adjoining the Ridge
Road and more particularly described in the legal description annexed hereto for
the sum of $80,000.00 and
WHEREAS, the Town of Queensbury has obtained qualified real estate appraisal
setting the value of the aforesaid property at a value in excess of the proposed purchase
price, and
WHEREAS, the financing of land acquisition shall be made in whole from monies
appropriated from surplus funds,
NOW, THEREFORE BE IT
RESOLVED, that the Town of Queensbury acquire by purchase in accordance with
Section 64 of the Town Law the real property described in Schedule A from H. Russell
Harris for the sum of $80,000.00

All the certain piece or parcel of land situate, lying and being in the Town
of Queensbury, County of Warren, and the State of New York, more particularly
bounded and described as follows: BEGINNING at a point in the easterly bounds
of New York State Highway Route 9L at the southwest corner of the lands conveyed
to Robert and Mary Anne Grassi by deed dated June 16, 1981 and recorded in Book
639 of Deeds at Page 1104 and the northwest corner of the parcel being described
herein; running thence South 80 degrees, 54 minutes and 10 seconded East along
the southerly bounds of the said lands of Grassi and the southerly bounds of the lands
of D. Scott McLaughlin, Marshall and Sarah Barris, other lands of D. Scott McLaughlin,
Walter Stevenson and Thomas and Virginia Schies, a distance of 1977.40 feet to
the center of Jenkinsville Road; running thence southerly along the center of Jenkinsville
Road and following three courses and distances: —'
(1) South 00 degrees, 53 minutes and 10 seconds West, 121.72 feet:

54 minutes and 50 seconds East along the east line of said Lawrence, a distance

used for ingres and egress for Marshall and Sarah Harris.
RESOLUTION AUTHORIZING THE TOWN OF QUEENSBURY TO SUBMIT AN APPLICATION
FOR A LAND AND WATER CONSERVATION FUND GRANT
RESOLUTION NO..226, Introduced by Mr. Daniel Morrell who moved for its adoption,
seconded by Mrs. Betty Monahan:
WHEREAS, the National Park Service provides for a Program of Land and Water
Conservation Fund grants, and
WHEREAS, the Town of Queensbury has prepared an application for Federal Assistance
in accordance with the requirements as set forth in the Land and Water Conservation
Act of 1965 as amended, and
WHEREAS, the application for said grant conforms to the application requirements
contained in the Land and Water Conservation Act of 1965 as amended, and
WHEREAS, said application requires certain certifications be submitted along with
and as part of said application, be it
RESOLVED, by the town of Queensbury Town Board as follows:
1. The Supervisor of the Town of Queensbury is hereby authorized to submit
an application, including all understandings and assurances contained therein
to the fullest extent of funding allowed and determined by the National
Park Service to the Office of Parks and Recreation of the State of New
York, under the Land and Water Conservation Act of 1965 as amended;
2. The Supervisor of the Town of Queensbury is hereby authorized to act as
the official representative of the Town of Queensbury and to provide such
additional information as may be required; and be it further
RESOLVED, that the Supervisor of the Town of Queensbury is hereby authorized
to execute on behalf of the Town of Queensbury such certifications as may be required
by the Rules and Regulations of the Land and Water Conservation Act of 1965 as
amended.

SUPERVISOR WALTER-The grant application is for $75,000.00 it will include softball
fields, tennis courts, picnic facilities and a pavilion for the first phase...these are
matching funds...
COUNCILMAN MONAHAN-This will give recreation to an area of town that has
had nothing, there is a large amount of open space, we are lucky to get this much
land in one big parcel that has a lot of possibilities. It is surrounded by neighbors,
which makes it a safe area, it has good ingress and egress, it has natural hills for
sliding and cross country sking...we have a great place for picnics and a natural
scenic area...it is also a historical site for the Town of Queensbury...
COUNCILMAN OLSON-Complimented the people of the Warren County Planning
Dept. for their help in the grant application...this will be a family oriented park...
TOWN CLERK DONALD CHASE-Presented the Town Board with the 1986 Budget
to the Town Board...the meeting of October 2nd. will now be cancelled...
SUPERVISOR WALTER-Announced that the first Budget Workshop meeting will
