SITE PLAN REVIEW APPLICATION
The Site Plan Review process involves presenting a proposal to the Planning Board and answering
any questions that may arise regarding your project. As part of its review process, the Town of
Queensbury Planning Board notifies the general public and property owners within 500 feet of the
proposed project, conducts a public hearing and performs an environmental assessment of the
proposal in accordance with the N.Y.S. Environmental Quality Review Act (SEQRA) requirements.
This application was designed to solicit the information necessary for applicants to comply with the
Town of Queensbury Site Plan Review requirements. A Pre-Application meeting with the Planning Staff
is required. Staff members are available by scheduling an appointment; our office is open weekdays
between 8:00 a.m. and 4:30 p.m.

APPLICATION: Site Plan 12-2006
APPLICANT: Quaker Electric Supply, LLC is the applicant for this request.
REQUESTED ACTION: The applicant proposes the construction of a 1,500 sq. ft. fenced
area.
LOCATION: The subject property is located at 20 Sweet Road.
EXISTING ZONING: The property is zoned HC-Mod., Highway Commercial Moderate.
SEQRA STATUS: This application is a SEQRA Type II action. No further Planning Board
action is required.
PARCEL HISTORY: SP 63-2004: Approved 11/16/04, operation of an equipment retail and
rental business.
PROJECT DESCRIPTION: The applicant proposes the installation of a 25' x 60' chain-link
fence on the Westside of the existing building.
STAFF COMMENTS:
Previous approval for this use on this site (SP 63-2004) was granted on November 16, 2004.
This approval included site improvements including consolidating the curb cut on Sweet Road
and replacing with a 118-foot grassy area. While built, the two curbed areas have not been
maintained. There was questioning from the Board at the November 16 meeting, regarding
the slope of the proposed 40-foot entrance to the site, and the feasibility of vehicles accessing
in the wintertime (see minutes). It appears that this may be the reason why this area has not
been maintained.
The previously approved site plan shows 5 parking spaces where, with this plan, is proposed
fenced area and 5 parking spaces directly across the driveway from this area. It appears that
these total 10 spaces have been relocated to the rear of the site at the Southwest corner.
These have been built without approvals. This modification should be included in this review.
Additionally, the existing fenced area at the back of the building should be included with this
review. And, the two wall lights on the Westside of the building are proposed.
The Board could suggest that the access from Sweet Rd. be gated or fenced and used for
emergency access only, with access from Montray Rd. only. The existing curb cut on
Montray is approximately 90-feet wide. The grassy area in the front should be landscaped
with low shrubs, possibly a raised berm, to distinguish this area and prevent any further
vehicular damage.

During a site plan inspection on April 3, 2006, the following deficiencies were
discovered:
1) The northeast lawn area where the fire hydrant is located is smaller than
approved (approved to be 22' x 20').
2) The lawn area at the west end of the 9 parking spaces is smaller than approved
(approved to be 6' x 20').
3) The Sweet Road curb cut is greater than 40', and the disturbed lawn adjacent to
the west side of the curb cut needs to be converted back to green space.
4) The "Handicap Parking" and the "No Parking" signs are missing for the handicap
parking space and its adjacent no parking space.
5) Additional crushed stone has been placed in the area south of the pole light
(apparently for additional parking). This area was approved to be lawn.
The Town of Queensbury Planner, Susan Barden, has informed me you have submitted
an application to modify your approved site plan. The proposed plan must include the
changes should you choose to keep the site "as built". Otherwise, the site should be
developed as approved. Please contact this office by April 11, 2006 with your decision
