Proposed Local Law - No Parking on a portion of Meadowbrook Road and Cronin Road SUPERVISOR WALTER-We are talking about between Meadowbrook and Cronin on the easterly side of Meadowbrook in a southerly direction for 1200' and ending at the most southerly entrance to Regency Park and running from the corner of Meadowbrook and Cronin on the southerly side of Cronin in an easterly direction 1050' ending at the easterly most entrance to Regency Park. We have had several complaints that there is parking on that road and it is difficult for any kind of emergency vehicles to get through. . . COUNCILMAN EISENHART- I go up there frequently I never saw any problem. HIGHWAY SUPT. NAYLOR- Mostly it is after work. . . COUNCILMAN MORRELL-Mr. Naylor, have you ever had an occasion that you needed to tow some vehicles away? HIGHWAY SUPT. NAYLOR-Noted that he has tried to keep public relations good and he has gone door to door to have the residents move their vehicles. . . COUNCILMAN MONAHAN-Highways are being used as an extension of a parking lot, we have two other business places that are using the highways as parking lots, I have also found out that there is a problem on Garrison Road where individuals are using the road for a parking lot. . .some way we have got to stop the highways being used as parking lots. COUNCILMAN MORRELL-No one showed up at the public hearing I do not see any reason to not pass this at the proper time. . . .I will object if this public hearing is adjourned. . . . SUPERVISOR WALTER-Asked for comments from the public, hearing none the public hearing was closed. 7:45 P.M. From A1653310.440 410. to A1051410.200 From A1653310.440 .... 590. to A1451620.411 From A1653310.440 Duly adopted by the following vote: Ayes: Mr. Olson, Dr. Eisenhart, Mr. Morrell, Mrs. Monahan, Mrs. Walter Noes: None Absent:None RESOLUTION AUTHORIZING PURCHASE OF PROPERTY FOR HIGHWAY PURPOSES RESOLUTION NO. 266, Introduced by Dr. Charles Eisenhart who moved for its adoption, seconded by Mr. Daniel Morrell: WHEREAS, the Town Highway Superintendent has recommended to the Town Board that certain property adjoining Dixon Road in the Town of Queensbury should be acquired for highway purposes, and WHEREAS, the Town Board has determined that such property will serve a public purpose, and --� WHEREAS, the City of Glens Falls is the owner of certain adjoining property, and has offered to the Town such property (a more accurate description being set forth in the attached copy of a deed) the consideration for such property being the assumption by the Town of contractual obligations heretofore incurred by the City of Glens Falls, and WHEREAS, additional land has been offered to the Town by Ralph B. Michael G. Woodbury for highway purposes as a gift to the Town (a copy of the deed describing such property is attached) . NOW, THEREFORE BE IT RESOLVED, that the Town of Queensbury acquire the property previously described for highway purposes, and BE IT FURTHER RESOLVED, that the Town Supervisor is authorized to execute any and all documents in furtherance of the said land acquisition. Duly adopted by the following vote: Ayes: Mr. Olson, Dr. Eisenhart, Mr. Morrell, Mrs. Monahan, Mrs. Walter Noes: None Absent:None RESOLUTION AUTHORIZING RETENTION OF SPECIAL COUNSEL FOR ECONOMIC DEVELOPMENT ISSUES RESOLUTION NO. 267, Introduced by Mrs. Betty Monahan who moved for its w adoption, seconded by Mr. Daniel Morrell: WHEREAS, the Town Board of the Town of Queensbury has determined that to enhance and continue economic development within the Town of Queensbury and to expand the real property tax base and increase the number of jobs within the community a public purpose will be served, and WHEREAS, in order to realize said economic development goals the Town will require the negotiation, drafting, review, creation and implementation of specialized agreements, documents and other related Bond Counsel legal services, NOW, THEREFORE BE IT RESOLVED, that the Town Board of the Town of Queensbury retain the law firm of Hinman, Straub, Pigors & Manning, P.C. as Special Counsel to the Town Board for economic development matters. Duly adopted by the following vote: Ayes: Mr. Olson, Dr. Eisenhart, Mr. Morrell, Mrs. Monahan, Mrs. Walter Noes: None Absent:None SUPERVISOR WALTER-I have been dealing with other governments, trying to put together some economic development packages and I have gone just about as far I can go within having some legal counsel in areas where we could come forth with agreements or interpret documents. I have discussed this with Town Counsel and he feels that this is a specialized service and that he would recommend to the Board that we go to a firm which does bond counsel legal services. RESOLUTION AUTHORIZING CHANGE OF STREET NAME OF PORTION OF FERNWOOD ROAD TO ELM DRIVE RESOLUTION NO. 268, Introduced by Mr. Daniel Olson who moved for its y adoption, seconded by Mr. Daniel Morrell: (Resolution tabled for further consideration) DISCUSSION-Councilman Eisenhart and Councilman Monahan noted that they wished to see the road and to survey the residents regarding the road name change. . . RESOLUTION TO SET PUBLIC HEARING ON PROPOSED LOCAL LAW TO LICENSE MOBILE HOME PARRS AND TO REGULATE THE OPERATION OF MOBILE HOME PARKS WITHIN THE TOWN OF QUEENSBURY RESOLUTION NO. 269, Introduced by Mr. Daniel Olson who moved for its adoption, seconded by Mr. Daniel Morrell: WHEREAS, the Town Board of the Town of Queensbury has determined the need to revise and modernize the regulations concerning the operation and licensing of mobile home parks within the Town of Queensbury, and WHEREAS, the proposed local law regulating and licensing mobile home parks within the Town of Queensbury, a copy of which is annexed, has been prepared, and WHEREAS, the proposed local law is worthy of consideration for legislative i action, NOW, THEREFORE BE IT RESOLVED, that a public hearing be held concerning the proposed adoption of said local law and that said public hearing be held at 7:30 P.M. in the meeting room of the Town of Queensbury Office Building, Bay & Haviland Roads in the Town of Queensbury, Warren County, New York on the 10th day of December, 1985 at which time all persons interested in the subject thereof will be heard, and be it further r7 Q RESOLVED, that the Town Clerk be hereby directed and authorized to publish and provide notice of said public hearing as may be required by law. DISCUSSION-Town Clerk-Questioned what will happen to Ordinance 12. . .Town Counsel-that portion of Ordinance 12 will be repealed dealing with Mobile Home Parks. Councilman Monahan-regarding Section 2 Number 6. . .there should not only be an environmental assessment but an assessment regarding the impact on the school system, fire and police and highway system. Councilman Morrell-I do not agree with that. . .Councilman Eisenhart-questioned if the licensing could come due all at the same time. . .Town Clerk also recommended that all mobile home court licenses come due at the same time. . .Councilman Olson questioned section regarding water supply. . .Counsel commented that Mr. Flaherty would have to approve all connections to the Town System. . .Councilman Morrell, moved that the resolution be tabled. . .no second given. . . RESOLUTION TO APPROVE LOCAL LAW TO ESTABLISH NO PARKING REGULATIONS ON A PORTION OF MEADOWBROOK ROAD AND CRONIN ROAD RESOLUTION NO. 270, Introduced by Dr. Charles Eisenhart who moved for its adoption, seconded by Mr. Daniel Morrell: WHEREAS, the Town Board of the Town of Queensbury have received requests from the residents of Meadowbrook and Cronin Roads to establish a no parking zone, and --- WHEREAS, a public hearing duly published in accordance with the law by the Town Clerk, was held on November 26, 1985 at 7:30 P.M. at the Queensbury Town Office Building at which time all persons were heard both in favor of and opposed to said law,NOW, THEREFORE BE IT RESOLVED, that a local law entitled "A LOCAL LAW ESTABLISHING NO-PARKING REGULATIONS ON PORTION OF MEADOWBROOK AND CRONIN ROADS AND DESIGNATED ON THE TOWN OF QUEENSBURY TAX MAP IN SECTION 59-3-1.22" is hereby approved and said local law becomes effective upon filed with the Secretary of State of New York. Duly adopted by the following vote: Ayes: Mr. Olson, Dr. Eisenhart, Mr. Morrell, Mrs. Monahan, Mrs. Walter Noes: None Absent:None J LOCAL LAW NUMBER 4, 1985 A LOCAL LAW ESTABLISHING NO-PARKING REGULATIONS ON PORTION OF MEADOWBROOK AND CRONIN ROADS AND DESIGNATED ON THE TOWN OF QUEENSBURY TAX MAP IN SECTION 59-3-1.22 SECTION 1. For the purpose of this Local Law, the words "vehicle", "owner","parked","standing" shall have the meaning defined in the Vehicle and Traffic Law of the State of New York. SECTION 2. Except as provided for the Section 3 hereof, no vehicle shall be parked or left standing on that portion of the Town Road between 279 Meadowbrook and Cronin on the easterly side of Meadowbrook in a southerly direction for 1200' and ending at the most southerly entrance to Regency Park Apartments; thence running from the corner of Medowbrook and Cronin on the southerly side of Cronin in an easterly direction for 1050' and ending a the easterly most entrance to Regency Park Apartments and more particularly described on the Town of Queensbury Tax Map in Section 59-3-1.22. SECTION 3. Any person violating any provision of Section 2 or Section 3 of this Local Law shall upon conviction be punishable for a first offense by a fine not to exceed $25.00, and for a second offense by a fine not to exceed $50.00. In addition to the aforesaid penalties, the Town Board of the Town of Queensbury may institute any proper action, suit or proceeding to prevent, restrain, correct or abate any violation of this Local Law. SECTION 4. This Local Law shall take effect immediately upon filing thereof in the Office of the Secretary of State. COMMUNICATIONS -Letter from Mr. Stephen Borgos, resigning his position from the Board of Assessment Review. . .on file SUPERVISOR WALTER-Accepted the resignation of Mr. Borgos, noting that he will in January become a member of the Queensbury Town Board. . . this will give us two vacancies on the Board of Assessment Review -Letter from Mr. LaSelva-requesting a rezoning of his property on the corner of Meadowbrook and Quaker Roads—letter of request turned over to the Queensbury Planning Board. . . SUPERVISOR WALTER-Proclaimed November 29-30 Chef's Days in the Town of Queensbury. . . OPEN FORUM 8:37 P.M. Mr. Glen Gregory-Requested a copy of the proposed Local Law on Mobile Homes. . . RESOLUTION TO APPROVE SPECIAL AUDIT OF BILLS RESOLUTION NO. 271, Introduced by Mr. Daniel Morrell who moved for its adoption, seconded by Mrs. Betty Monahan: RESOLVED, that Audit of Bills as appears on Abstract November, 1985 and numbered 2592-2872A and Totaling $3,091.00 be and hereby is approved.
