PROJECT NARRATIVE

§179-9-080 STANDARD QUESTIONS A-O
A. The parcel in question is in the Commercial Intensive zoning district and the proposed car
wash is an allowed use in the Commercial Intensive Zoning District. The proposed
Hoffman Car Wash project provides a new modern and more efficient car wash on a site
that was previously a car wash.
B. The proposed car wash is consistent with the existing/previous development on the site
and fits in with the commercial nature of the properties in the area. The project complies
with requirements of the dimensional, bulk, and density regulations for the Commercial
Intensive zone.
C. Although a car wash is limited to car activity, the applicant has proposed a sidewalk along
Weeks Road to provide a safer pedestrian connection from the residential uses to the west
of the site to the Route 9 corridor.
D. The site will reuse the existing sanitary sewer if serviceable and a new 4” water service will
be proposed. The previous car wash site was connected to the Queensbury Municipal
water system and sanitary sewer system. No additional water or sewer connections are
anticipated as part of this Project. Stormwater to be controlled on-site via NYSDEC
compliant treatment practices prior to connection with municipal stormwater collection
system.
E. The size, intensity, and location of the proposed project complies with the existing zoning
of the parcel and is in harmony with the commercial nature of the surrounding properties.
A buffer will be provided between the project and the residential property to the west of
the site.
F. The proposed site design and circulation is consistent with other established Hoffman Car
Wash facilities throughout the region that have operated without impacting surrounding
streets traffic patterns. The project is designed to allow vehicle stacking on-site without
impacting the surrounding roads. A cross connection is proposed to the former Outback
Steakhouse property (north of the site) and will provide ingress and egress to the existing
signalized intersection at the Route 9 and Sweet Road intersection. Allowance of this
connection was included in the Town’s approval of the adjacent parcel’s site plan.
G. The proposed site parking and circulation is consistent with other established Hoffman Car
Wash facilities throughout the region and will be adequate for the proposed scope of the
project. A cross connection is proposed to the former Outback Steakhouse property (north
of the site) and will provide ingress and egress to the existing signalized intersection at the
Route 9 and Sweet Road intersection. The previous car wash on the site had two (2) large
curb cuts to Weeks Road where the proposed site will have one (1) curb cut to Weeks Road.

H. The addition of the Car Wash will not result in any changes to the natural, scenic, ecological,
wildlife, historic, or open space resources of the town. The site was previously a car wash
and is consistent with the existing aesthetic and commercial nature of the surrounding
properties.
I. Although a car wash is limited to car activity and traffic, there are pedestrian sidewalks
along both sides of Route 9, as well as proposed sidewalk along Weeks Road will allow for
safe pedestrian movement around the site.
J. The proposed project will be a redevelopment project and will increase impervious
surfaces. Stormwater is to be controlled on-site via NYSDEC compliant treatment
practices prior to connection with municipal stormwater collection system and will comply
to the Town of Queensbury Stormwater Requirements. The plan proposes pervious
pavement in the vacuum parking area along with an infiltration basin to the south of the
proposed building. The project will meet the Water Quality, Runoff Reduction and Water
Quantity requirements of the NYSDEC Stormwater Design Manual.
K. As stated above, water supply and wastewater disposal are by connection to Town-owned
municipal systems, and no additional water or sewer connections will be required as part
of this Project.
L. A landscape plan has been provided as part of this application. Hoffman sites are well
known for the care and maintenance of site landscaping.
M. The proposed site is to be constructed with adequate fire lanes and emergency zones. An
existing fire hydrant is located at the intersection of Route 9 and Sweet Road on the same
side of the street as the site.
N. Stormwater and erosion control are included on the design plans.
O. The site plan has been prepared with intent to conform to all prevailing design standards,
both local and of the car wash industry.
