I have included recorded soil test data on the drawings. My observations led me to conclude the soils were consistently granular. In fact the area proposed for the retention near Bay Road shows evidence of being a sand pit. SCS mapping suggest soils are Charlton and Bice, which are well drained, granular soils. 2. I have added retention outlet and inlet details to the drawing. 3. I have added USGS contours to the mapping. I have also provided clinometer readings from the existing drive. 4. I have corrected the location map. S L , 5. I have included in the report culvert sizing (P 26 — P 30) with velocity data. Stoned outlet protection has been incorporated into the design-for culverts #1 and #2. I have also added 2, 50 and 100 runoff-rates. While the proposed retention is designed to mitigate the impact of a 25 year storm, the facilities will function to at-least partially mitigate runoff impacts of a less frequent; more intense storm. The stormwater permit for the project is being requested as"after the fact". The permit process is further complicated by the fact the original construction and logging operation are not part of this project. It is recommended that the stormwater and erosion control measures be installed immediately when the ground has thawed and becomes workable. I have added notes relative to maintenance of temporary as well as permanent stormwater and erosion control measures on the drawings. When the proposed measures are installed and maintained,,it is my opinion, the control measures will function adequately. Tom, I believe I have addressed your concerns as we discussed. In general, the technical design follows the requirements of the Stormwater Management Regulations. There are, however, a few deficiencies that you. may wish to require the.applicant to reconcile: 1. Actual test pit and percolation test data for the proposed-infiltration areas. { 2. Design details for inlets and outlets of'the retention areas. 3. More detailed description of the.:lslopes encountered throughout the project. 4. Site location map in the report,is incorrect. 5. Several items listed in the regulations under"Contents of a Stormwater control report (SCR)" includi.ng:'culvert capacities, flow velocities, data on the change in the rate of runoff for the 2-, 10-, 50- and 100-year storms, certification that the stormwater control measures as designed and presented in the SCR will function adequately...; project schedule, and maintenance schedule.- Due to the relatively small nature of this project, some of these could be addressed in narrative fashion rather than detailed design calculations. Lastly, due to the slopes involved, you may want to include a condition in your permit that road building is to proceed in such a manner.that sections are built and stabilized (including the stone lining of the ditch) in a sequence that allows for no more than, say, '200 feet of roadway to be open (unstabilized) at one and those open sections are to be stabilized within 2 or 3 days.
