Dear Planning & Zoning Board Members:
This office represents Tom and Beth Portuese with respect to their proposed project to demolish an
existing house and construct a new single-family residence with associated driveway, patio, new
absorption system and stormwater management. This project requires an area variance for road frontage
and site plan review due to building construction within 15 feet of 15% slopes & construction within the
waterfront residential zone. The existing site has deeded access to the lot from the north via Lansburg
Lane and from the south across an adjacent parcel that is owned by the applicants. The deeded access
from the south is proposed to be regraded and enhanced as part of this application.
The project proposes to demolish the existing house and shed, remove the north access drive from
Lansburg Lane and construct a new single-family ranch style home with a walk-out basement on the
main parcel. In addition, the existing south driveway will be improved, a new on-site wastewater system
will be constructed, a new patio will be constructed at the walk-out basement and stormwater
management practices will be constructed. A rock garden with proposed shoreline plantings is proposed
at the edge of the regraded top of slope west of the patio area. No disturbance to the existing vegetation
within the 35 ft shoreline buffer area is proposed. The existing south stair to the waterline is proposed to
be renovated in kind with a small portion at the top of the slope proposed to be removed due to the
regrading for the walk-out basement / patio construction. These stairs will utilize the existing supports but
the landings, stair treads and railings will be replaced in kind.
