Narrative Proposed ±7,300 SF Auto Service Town Fair Tire 863 US Route 9 Town of Queensbury Warren County, New York Project Narrative April 12, 2022 Introduction The applicant (Town Fair Tire) is currently redeveloping the site at 863 US Route 9 by constructing a new ±7,300 sf, 1 story, tire shop in the Town of Queensbury. The site is located on the westerly side of US Route 9 about ±550 south of the intersection of Montray Road and US Route 9. The tax parcel upon which the store is proposed is referred to as 296.17-1-34 Zoning and Land Use Regulations The subject parcel is located in the Commercial Intensive (CI) zoning district, Underground Utility Overlay Zone and Travel Corridor District and the Lower Route 9 Design Area. The proposed automobile service use is allowed by right in the CI district and was subject to Site Plan Review by the Town Planning Board. Site Plan Approval was granted last year for this project (32-2021). An Area Variance was granted (30-2021) by the Zoning Board of Appeals, to provide relief from the front setback requirement along the easterly boundary. Existing Conditions The parcel is approximately ±1.24 acres and was a vacant building that was formerly occupied by the fast-food restaurant Pizza Hut in the CI district. The vacant building was ±2,700 sf, 1 story and is served by municipal water and sewer, and gas and electric by National Grid. The existing use had 51 parking stalls in a parking lot which is accessible through an existing curb cut on US Route 9. Project Description As part of the Site Plan Approval last year, the goal was to maintain as many trees as possible along the western and southern perimeters in addition to adding about 100 plantings to enhance the buffer. As part of the Site Plan Approval, the applicant (Town Fair Tire) was proposing a retaining wall along a portion of the southern and western side of the site. To facilitate the construction of the aforementioned retaining wall, several trees will need to be removed in that buffer. This submission is to show the trees that the applicant would like to remove to aid in the construction of the wall. For each tree that needs to be removed, one tree will be planted.
