RESOLUTION AUTHORIZING APPOINTMENT OF
BETTY GIRARD MURPHY AS DEPUTY TOWN CLERK II

WHEREAS, by Resolution 272,2021, the Queensbury Town Board acknowledged certain
staffing changes and appointments within the Town Clerk and Receiver of Taxes and Assessments'
Office, and
WHEREAS, the Town Clerk and Receiver of Taxes and Assessments (Town Clerk)
previously prepared a succession plan for her office due to the retirement and impending
retirements of three of her staff, and
WHEREAS, by Resolution No.: 394,2021, the Town Board authorized the appointment of
Betty Girard Murphy to the position of Deputy Town Clerk III, and
WHERAS, due to the impending retirement of the Deputy Town Clerk II at the end of May,
2022, the Town Clerk has recommended Town Board approval of the appointment of Ms. Murphy
to the position of Deputy Town Clerk II in keeping with the previously presented succession plan,
NOW,THEREFORE,BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the appointment of Betty

Girard Murphy to the position of Deputy Town Clerk II at the annual salary of$48,000 effective on
or about May 30'',2022, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor,
Town Clerk and/or Town Budget Officer to complete any documentation and take such other and
further action necessary to effectuate the terms of this Resolution.

WHEREAS, by Resolution No.: 146,2016, the Town Board authorized establishment of
the full-time position of Deputy Town Clerk III in accordance with New York State Town Law
Article 3, §30(10)(a), and
WHEREAS, by Resolution 272,2021, the Queensbury Town Board acknowledged in part
the Town Clerk and Receiver of Taxes and Assessments' appointment of former Deputy Town
Clerk III Colleen Rathbun as Deputy Town Clerk I, thereby leaving a vacancy in the position of
Deputy Town Clerk III, and
WHEREAS, the Town Clerk and Receiver of Taxes and Assessments (Town Clerk) has
reviewed resumes and conducted interviews of candidates and has made a hiring recommendation
to the Town Board for the vacant position of Deputy Town Clerk III,
NOW, THEREFORE,BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the appointment of Betty
Girard Murphy to the position of Deputy Town Clerk III at the annual salary of$43,000 effective
on or about December 71', 2021 subject to successful completion of a pre-employment physical
and drug and/or alcohol screenings and the Town successfully completing background checks as
reasonably necessary to judge fitness for the duties for which hired, and also subject to a 90 day
probation period, and

BE IT FURTHER,
RESOLVED, that it shall be the duty of the Deputy Town Clerk III position to assist the
Town Clerk and Deputy Town Clerks I and II in the performance of their duties along with any
other assigned duties, and in his or her duties, the Deputy Town Clerk III position has the authority
to and will at times act for and in place of the Town Clerk and/or Deputy Town Clerks I and II, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor,
Town Clerk and/or Town Budget Officer to complete any documentation and take such other and
further action necessary to effectuate the terms of this Resolution.

WHEREAS, Caroline H. Barber, RMC, the Town of Queensbury's Town Clerk and
Receiver of Taxes and Assessments, has advised that the current 1"Deputy Receiver of Taxes and
Assessments has provided notice that she will soon leave Town employment and therefore, the
Town Clerk and Receiver of Taxes and Assessments wishes to make certain staffing changes and
appointments within her office, with such appointments and associated salaries to be effective as of
September 1"for the remainder of 2021 as follows:
Rose Mellon - I`Deputy Receiver of Taxes and Assessments- $58,500;
(Overtime Eligible)
Colleen Rathbun - Deputy Town Clerk I - $55,700;
(Overtime Exempt)
Veronica Stillman - Records Clerk - $43,500;
(Overtime Eligible)
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby acknowledges the Town Clerk and
Receiver of Taxes and Assessments' appointments of Rose Mellon as 1"Deputy Receiver of Taxes
and Assessments and Colleen Rathbun as Deputy Town Clerk I and authorizes the establishment of
their associated annual salaries along with an adjustment in salary for Veronica Stillman, Records
Clerk, effective as of September l'for the remainder of 2021 as follows:
