THE ECONOMIC RECOVERY IN THE NATION HAS NOT BEEN OVERLOOKED IN QUEENSBURY , SALES TAX MONIES IN 9183 CALTHOUGH WE HAVE NOT RECEIVED THE FINAL QUARTER) WILL BE THE HIGHEST AMOUNT RECEIVED SINCE THE SALES TAX INCEPTION ; AND WELL OVER THE $1 , 520 , 000 . ESTIMATED FOR THIS' YEAR 1983 . ( WE ARE TRULY THE RETAIL CENTER OF WARREN COUNTY ) AS THE FISCAL OFFICER I HAVE TURNED THIS SURPLUS BACK TO THE TAXPAYERS IN THE FORM OF A 20% TAX CUT IN TOWN TAXES FOR 1984 . TO MY WAY OF THINKING THIS IS A GREAT WAY TO START A FISCAL YEAR. BUILDING-;PERMITS IN THE TOWN IN 1983 WERE EQUAL IN NUMBER TO THOSE FANTASTIC GROWTH YEARS WE HAD IN THE EARLY 1970 ' S , BUT THE ESTIMATED VALUE ( $13 , 185 , 500 . )OF THOSE BUILDINGS IS MORE THAN DOUBLE OF THOSE YEARS . THE HIGHWAY DEPARTMENT , UNDER OUR HIGHWAY SUPERINTENDENT PAUL NAYLOR , HAS PAVED CLOSE TO TWENTY MILES OF OUR INVENTORY OF 156 MILES IN THE TOWN. IN ADDITION , OVER A MILE OF DRAINAGE PIPE WAS LAID AND; 120 CULVERTS AND 49 DRYWELLS WERE CONSTRUCTED OR REPLACED. THE WATER AND HIGHWAY DEPARTMENTS WORKED TOGETHER IN COMPLETING THE LARGEST COORDINATED PRLJECT UNDERTAKEN BY THE TOWN. BROADACRES WATER DISTRICT WAS CONSTRUCTED , RQPDS RESURFACED, DRAINAGE UPDATED , LAWNS 60 RESEEDED WITHIN THE ESTIMATED TIME FRAME AND WITHIN THE ESTIMATED BUDGET. FOR THE FIRST TIME , THE TOWN ' S INSURANCE WAS OFFERED TO PROPOSALS BY LOCAL AGENCIES THIS NETTED A SAVINGS OF OVER $30 , 000 , 00 FOR nUEENSBURY TAXPAYERS. OUR FIRST NEIGHBORHOOD PARK WAS BEGUN IN 1983 WITH A $13 , 000 . 00 GRANT FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM , WHICH WE MATCHED WITH A $13 , 000 . 00 GRANT FROM THE STATE BUREAU OF HISTORIC PRESERVATION . THIS PARK WILL BE COMPLETED AND OPENED TO THE PUBLIC IN THE EARLY SPRING. AFTER MANY YEARS OF PLANNING , THE GREATER GLENS FALLS BUS SYSTEM WAS i FINALLY IN MOTION . I WOULD LIKE TO REMIND THE PUBLIC THAT nUEENSBURY i UNDERWRITES 30% OF THE COSTS OF THAT SYSTEM WHICH SERVES THE CONCEN+ TRATED POPULATION IN THE SOUTHERN PORTION OF OUR TOWN AS WELL AS OUR RETAIL CENTERS. THE SEWER PROBLEMS IN THE SOUTH-CENTRAL PORTION WERE ALSO ADDRESSED , BY THE TOWN BOARD. , OUR ENGINEERS HAVE COMPLETED THEIR REPORT AND WE WILL BEGIN THE NEW YEAR WITH A PUBLIC INFORMATION MEETING IN THE LATER PART OF THIS MONTH THAT IS TO LET THE PEOPLE KNOW THE SCOPE OF THE SEWERING AND THE COSTS TO THOSE PEOPLE IN THE PROPOSED DISTRICT , FLTHOUGH A RELATIVELY SMALL AREA IS CONSIDERED FOR SEWERS , THE PRLJECT ADDRESSES THE NEEDS OF THE AREA AND PROMISES TO BE THE FIRST IN A ONTINUING SEWERING EFFORT TO SERVE THOSE AREAS IN OUR TOWN WHICH DESPERATELY HAVE A NEED FOR SEWERS . ALL OF'ITHESE , EXTENSION OF SERVICES FOR OUR RESIDENTS SEEM LONG IN COMING BUT WITH FOUR NEW WATER DISTRICTS AND A PROPOSED SEWER DISTRICT EACH OF WHICH WAS INELIGIBLE FOR ANY AID IN THREE YEARS ; I THINK THE TOWN 'BOARD IS PROGRESSING IN AN ORDERLY AND FISCALLY RESPONSIBLE WAY. I WOULD WANT THE BOARD AND THE PUBLIC TO NOTE THAT NEW INVESTMENT PRACTICES WE HAVE-BEEN WORKING ON LAST YEAR AND PARTICULARILY THIS YEAR AND THIS YEAR WHEN THE RESTRAINTS OF BANKING HAVE LOOSENED FOR MUNICIPALTIES HAVE RESULTED IN INTEREST EARNED OF OVER $175 , 000 . 00 IN 1983. THIS METHOD OF INVESTING PLUS THE CONSCIENCIOUSNESS OF OUR DEPARTMENT HEADS IN STAYING WITHIN THEIR BUDGETS AND THE AFORESAID MENTIONED HIGH SALES TAX REVENUES PUTS OUR TOWN IN FINE FINANCIAL SHAPE EVEN WITH THE DECREASE IN OUR TAX RATES FOR OUR RESIDENTS. WITH ALL THIS GOOD NEWS I THINK YOU SHOULD KNOW THAT PEOPLE ARE DYING TO COME TO nUEENSBURY. THAT IS DOCUMENTED BY THE FACT THAT OUR CEMETERY LOT SALES HAVE INCREASED BY 38% .
