TOQ Staff Notes.09.19.2000E Town of Queensbury Planning Board Community Development Department Staff Notes Project Applicant: GARDEN TIME Application No.: Site Plan 51-2000 Project Location: Quaker Road Zone: Highway Commercial - One Acre SEQR Status: Unlisted Meeting Date: September 19, 2000 Proiect Description The application was tabled at the July 25, 2000 meeting for additional information and revised plans to be submitted by August 4, 2000. The applicant was unable to meet the submission deadline and was moved to a September agenda. The applicant was informed to submit information by August 30, 2000 for September's agenda. The Planning Board had requested that the applicant submit a stormwater management plan and revise the plans to show a twenty-six foot drive entrance on Quaker Road, landscaping type and installation height, hours of gate operation, and address CT Male comments. The applicant has submitted a revised plan and a stormwater management plan for review. Areas of Concern or Importance The site is to be used as a display area for two businesses that encourage driving and walking visitors. A significant increase in vehicle traffic to the site or either business is not indicated. The applicant has indicated that the Dix Avenue access will be used for delivery of display items. Staff would discourage a curb -cut on Quaker Road because the use does not indicate that traffic will increase due to a display area. In addition, the proposed curb -cut does not meet the intentions of the 1998 Comprehensive Plan or the National Highway intentions to reduce curbcuts on major travel routes Staff would encourage additional vegetation enhancement to the site such as berms, trees and bushes on the perimeter of the property. The applicant has been informed of a violation on property 110-1-2.62 for discarded debris (a lot located across the street from the proposal). In addition, the applicant has been placing materials and has performed site grading on project parcel 110.-1-1.21 without approvals. Staff would encourage confirmation that the applicant has complied with "clean-up" of the property across the street prior to performing site -work and occupying the proposed site. SU22estions Staff would suggest the applicant increase the landscaping on the site to include berms, trees, and shrubs on the perimeter of the property. Staff would discourage the curb -cut on Quaker Road because the applicant provides interconnection and has a Dix Avenue curb -cut.
