TOQ to Barrett & Troelstra.12.06.2001• TOWN OF QUEENSBURY 742 Bay Road, Queensbury, NY 12804-5902 518-761-8201 December 6, 2001 Fred Troelstra Garden Time, Inc. 652 Quaker Road Queensbury, NY 12804 James Barrett Barrett's Auto Sales 674 Quaker Road Queensbury, NY 12804 RE: Site Plan Review No. 51-2000 Modification Dear Mr. Barrett and Mr. Troelstra: This letter is in response to your inquiry with regards to the above -referenced property and my findings with regards to the November 19, 2001 field inspection I performed. As discussed with you, Mr. Troelstra, during the field inspection, there are several outstanding items/site conditions that need to be completed/installed in order for your site plan, referenced above, to be deemed complete. The Planning Board recently granted you a one-year extension to your original approval to afford you the needed time to complete the necessary site work. I have separated the outstanding items with regards to the two uses on the site, which I understand has been divided between the two of you. The outstanding items include the following: Barrett site • Proper installation of access aisles between "old" Barrett site and "new" Barrett site. • Installation of gates and fencing as shown on approve plan • Relocation of display area, specifically, to be located 50 ft min. from Quaker Road ROW • Installation of landscaping, as shown on approved plan • Installation of culvert at access drive onto "Asphalt Road" to the south • Installation of signage to direct customer traffic flow • Installation of pedestrian interconnections and a clear marking or signage thereof • Round # 2 stone to be used in all display areas to allow stormwater infiltration. • And all site conditions and conditions of approval as shown on the final approved plan. "HOME OF NATURAL BEAUTY ... A GOOD PLACE TO LIVE" SETTLED 1763 • Page 2 Troelstra and Barrett December 6, 2001 Garden Time site • Proper installation of access aisle between "old" GT site and new GT site. • Installation of gates and fencing and seasonal parking area as shown on approved plan • Installation of landscaping as shown on approved plan • Installation of "Drop Area" and associated drive and culvert on to "Asphalt Road" • Installation of signage to direct customer traffic flow • Installation of pedestrian interconnections and a clear marking or signage thereof • And all site conditions and conditions of approval as shown on the final approved plan. As discussed, it appears as though the "Information Shed" has developed into what appears to be a sales office. An "Information Shed", in my estimation, is an area or location where customers or patrons may obtain information regarding a product or service. An "Information Shed" would not be a location at which business is conducted; a location where business is conducted would be considered a sales office. Further, as discussed, should your needs or plans change so that you do not wish to develop the site according to the plan you submitted and had approved by the Planning Board, you must submit a plan to modify your existing approval and such a plan must be reviewed and approved by the Planning Board. Should you have any questions or comments, please do not hesitate to contact this office. Sincerely, DEPT.
