4.4 4.4 SUPPORT\NYSERDA Heating and Cooling Community Campaign—7-25-2022 RESOLUTION AUTHORIZING NEW YORK STATE ENERGY RESEARCH AND DEVELOPMENT AUTHORITY (NYSERDA) COMMUNITY CAMPAIGN FOR CLEAN HEATING AND COOLING AND ENERGY EFFICIENCY - SCOPING DOCUMENT RESOLUTION NO.: , 2022 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, by Resolution No.: 71,2019, the Queensbury Town Board adopted the New York State Climate Smart Communities pledge, and WHEREAS, by Resolution No.: 253, 2021, the Town Board initiated the New York State Energy Research and Development Authority (NYSERDA) Solar and Electric Vehicle Clean Energy Community Campaigns for the Town of Queensbury, and WHEREAS, NYSERDA is sponsoring and providing local governments opportunities to earn credits for NYSERDA'S Clean Energy Communities, Community Campaign for Clean Heating and Cooling and Energy Efficiency, and WHEREAS, the Town Board believes that well-organized, community-scale campaigns can: 1) effectively encourage adoption of new, innovative technologies to generate value and savings for consumers while advancing New York's clean energy goals; 2) promote program opportunities including community solar, clean heating and cooling and energy efficiency; 3) provide consumers with increased access to clean energy; and 4) bring together groups of potential customers through widespread outreach and education; and WHEREAS, the Town Board therefore wishes to initiate NYSERDA'S Clean Energy Communities, Community Campaign for Clean Heating and Cooling and Energy Efficiency to encourage the adoption of clean heating and cooling technologies as well as energy efficiency retrofits to homes, businesses and community institutions as delineated in NYSERDA'S Clean Energy Communities Leadership Round Guidance Document as Revised December 2021 presented at this meeting and as will be more specifically set forth in the Town's Community Campaign Scoping Document, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs completion and submission of the Town of Queensbury's Community Campaign Scoping Document to the New York State Energy Research and Development Authority (NYSERDA) relating to NYSERDA'S Clean Energy Communities, Community Campaign for Clean Heating and Cooling and Energy Efficiency and, provided that NYSERDA approves the Scoping Document, further authorizes and directs initiation of the Town's Community Campaign as will be detailed and described in the Scoping Document and as delineated in the preambles of this Resolution, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor to execute any needed documentation and the Town Supervisor and/or Town Staff to take such other and further actions as may be necessary to effectuate the terms of this Resolution. The offer may be promoted through ride and drive events and other outreach efforts. Participants will be Town residents and businesses who purchase electric vehicles (EV) and plug-in hybrid electric vehicles (PHEV) from local car dealerships. Municipal leaders increasingly recognize that clean energyis not just good for the environment. Using resources more efficiently is helping save taxpayer dollars, createjobs,and drive economic development right here in our local communities. Launched in August 2016,the Clean Energy Communities program provides grants,coordinator support,and a clear path forward to local governments that demonstrate leadership by completing NYSE R DA-selected high-impact actions.Since program launch, hundreds of local governments—large,small,urban, rural,and suburban-have completed high-iTpact actions throughthe program. Hundreds of loca I governments have earned the Clean Energy Community designation. In every region of New York State,communities are implementing an exciting array of clean energy projects supported by grant awards.in many cases, loca I governments with no previous history of participation in NYSE RDA programs are n0VV deeply involved in clean energy and sustainability. To build on this success,the Clean Energy Communities Leadership Round was launched in J a nuary2021.The Leacers hip Round is a powerful new update to the original Clean Energy Communities to make the program more impactful, innovative, and sustainable overtime. In the Leadership Round, communities continue to work with regional coordinators to prioritize and implement high-impact actions,apply for grants that emphasize new activity and impact, and earn new forms of recognition.All the existing high-impact actions are retained,although some are expandedi and some new actions have been added. Communities do not need to be designated Clean Energy Communities to ea grants throughthe Leadership Round. All communities are invited to participate. Key advantages to participating in the Clean Energy Communities program include: Flexible grant funding with no local cost share v/ Free coordinator support v/ Recognition for your community's leadership Local governments play a critical role in affecting energy choices in our communities,both in terms of government, The Clean Energy Communities Leadership Round is funded through the Regional Greenhouse Gas Initiative(RGGI)and the Clean EnergyFund (CEF). The total funding available for Long Island communities is$1.7 million. Eligible Applicants Municipalities (county, city,town,or village governments)in NewYork State are eligible to apply for funds.
