Chase PRESS: W WSC ---------------------------------------------------------------------------------------- Supervisor Walter-The purpose of the meeting today, is that hopefully the Town Board will pass a resolution that we can look for some state aid through the Adirondack Park Agency in developing a Land Use Program. The aid would be used in our Planning and Zoning Office to help defray costs. There would be $1500.00 for the Warren County Planning Department, in their assistance to the Town as far as the land use regulations are concerned. This is the first time that such aid has been available and we have no idea whether we will get the dollars we are asking for. We are hopeful, because they are modest figures. We are a town that has only a percentage of our land within the Agency. Councilman Eisenhart- Does this have to be restricted to the areas of the Adirondack Park? Supervisor Walter-I would think that it should be. Any zoning that we would do on a Town wide basis would include that. Councilman Eisenhart-To whom do we account to? Supervisor Walter- APA RESOLUTION FOR STATE AID FOR ASSISTANCE IN DEVELOPING A LOCAL LAND USE PROGRAM RESOLUTION NO. 171,Introduced by Mr. Daniel Morrell who moved for its adoption, seconded by Dr. Charles Eisenhart: WHEREAS, Chapter 53 of the Laws of New York of 1984 (S7234A,A8534A) authorizes State financial assistance to Adirondack Park towns and villages for the implementation of local land use program developed pursuant to Article 27 of the Executive Law. WHEREAS, development of a local land use program typically includes the following general elements tailored to a community's needs: community survey, natural resource studies, socio-economic studies, community issues and goals, land use plan and regulatory devices. NOW, THEREFORE BE IT RESOLVED, that the Town Board of the Town of Queensbury hereby designates the Queensbury Planning & Zoning Administration Office and the Warren County Planning Department for the purpose of performing the following specific planning tasks: As Per Attachement "A" RESOLVED, that the Town may enter into an agreement with the Warren County Planning Department to undertake the tasks identified above, and it is further RESOLVED, that Supervisor of the Town of Queensbury be and hereby is authorized and empowered to execute in the name of the Town: 1) a Memorandum of Understanding with the Adirondack Park Agency providing for the proposed use of local planning assistance funds, 2) an agreement with such provisions as the Supervisor may deem acceptable and all necessary applications, and other agreements which she deems necessary or appropriate to implement and carry out the purposes specified in this resolution. Duly adopted by the following vote: Ayes: Dr. Eisenhart, Mr. Morrell, Mrs. Monahan, Mrs. Walter leg Noes: None Absent: Mr. Olson ATTACHMENT "A" 1984-85 TOWN OF QUEENSBURY LOCAL PLANNING ASSISTANCE PROGRAM The following activities are the elements of the work program that the Town of Queensbury wishes to submit for funding under the Local Planning Assistance Program for 1984-85. 1. Development Administration Land use administration assistance in the review and processing of regional projects, variances, subdivisions and conditional use permits, including the site analysis, application review and coordination, Planning and Zoning Board coordination and record keeping activities. $6,500.00 2. Technical Assistance The Warren County Planning Department will assist the Town of Queensbury in the overall coordination and updating of the Land Use Regulations. The Planning Department will work with the Town Planning and Zoning Boards and provide technical assistance to the Boards in implementing the various Land Use Regulations and incorporating changes that are adopted by the town. The County Planning Department will assist in development of project review techniques, file development coordination. A mid-year and year-end report will be prepared describing the activities undertaken, including project statistics and recommendations on updating the plan and ordinances. $1,500.00 On motion the meeting was adjourned.
