Staff Notes_06 19 12 Department of Community Development Queensbury Planning Board Staff Notes June 19, 2012 APPLICATION: Subdivision 5-2012 Sketch Plan Review APPLICANT: LARIC Development REQUESTED ACTION: Sketch Plan review LOCATION: Luzerne Road EXISTING ZONING: MDR-Moderate Density Residential SEQRA STATUS: N/A at sketch PARCEL HISTORY: SB 18-05: 2 commercial lots 11/15/2005 SB 10-04: Self storage units 3/30/2004 PROJECT DESCRIPTION: Applicant proposes subdivision of a 58.8 acre parcel into 36 lots ranging in size from 1.0 to 2.52 acres. Proposal includes interconnection between Sherman Avenue and Luzerne Road as well as boulevard entrance off of Luzerne Road. Subdivision of land requires Planning Board review and approval. STAFF COMMENTS: The proposed subdivision would fall under the 5-5-3 rule for Dept. of Health Realty Subdivision and as such a Type 1 SEQR designation would apply. The applicant has requested waivers from sketch plan requirements for topography; please note that although asked for by the applicant, a cutting plan is not necessary at Sketch. Additional comments: 1.With a 36 lot subdivision proposed, approvals are required to be phased for any subdivisions with 35 lots or more as per §183-42. Please note that as per §183-17A unless otherwise agreed by the Planning Board and sub-divider; phasing must occur. Please refer to these code requirements for additional guidance. 2.Town of Queensbury Highway Department has commented favorably on the sketch proposal, please see attached. 3.Applicant to provide Endangered Species and Archeological documentation prior to SEQR review. 4.Density calculation will have to reflect that portion of the property that is currently credited to the Burnt Hills Subdivision density calculation; applicant will need to provide this information for preliminary subdivision submittal. 5.Discussion concerning the required Type C buffer between the MDR zone and CLI zone should be accomplished at this stage and prior to Preliminary Subdivision submittal. 6.As presented, the Zoning Board of Appeals will need to grant relief for lot size.
