Based upon our review of the information provided, Chazen offers the following comments for the Towns consideratio Stormwater Management and Erosion and Sediment Control 1.In response to Comment 1 of Chazens April 4, 2012 letter, the Applicant has revised the shallow vegetated retention areas to be infiltration basins. Based upon infiltration basin will include an infiltration trench that will-ft down from the bottom elevation of the basin to provide provisions for cold weather. The Applicant shall revise the Vegetated Infiltration Basin detail to depict the infiltration t specifications. 2.In response to Comment 3 of Chazens April 4, 2012 letter, the Applicant has added a pocket pond on Lot 2 to treat runoff from the lower portion of the propHowever, this pocket pond does not appear to meet the requirements stated in s NYSDEC SMDM. Specifically, the design shall include both a safety bench and an aquatic bench that extend outward and inward, respectively, from the normal water edge. In addition, the permanent deep pool area shall be 4-ft depth or greater. According to the NYS SMDM Glossary, an aquatic bench is a ten to fifteen foot wide bench which is located around the inside perimeter of a permanent pool Town of Queensbury Pushor-Spellburg - Subdivision 5-2011 June 11, 2012 Page 2 for pocket pond 17P shall also be revised to extend inward from the normal water surface elevation, but not to exceed an 18-inch depth belowthat elevation. The permanent pool of this pond shall also be a minimum of 4-feet deep. 3.In response to Comment 3 of Chazens April 4, 2012 letter, the A swale to treat a portion of the proposed roadway. The Applicant shall add a construction detail for this practice, in accordance with the requirements outlined in Section 6.5 of the NYS SMDM. This detail shall include specific material and maintenance requ recommended that the Applicant add a pea gravel diaphragm along roadway, to provide pretreatment for sheet flow from the gravel surface. 4.The pond 4P in the Developed HydroCAD modeling has been inappropriately titled a vegetated forebay. The Applicant shall revise the title to be a vegetated 5.The channel protection volume requirement refers to 24-hr extended detention of the one-year, 24-hr storm event. As such, the values for Provided CPv in the summ be revised to depict the volume of runoff infiltrated during the 1-yr storm event (instead of the 100-yr storm) for each of the infiltration basins. If the modeling i encountered during this storm, then the CPv requirement for that facility has been met. 6.In response to Comment 13 of Chazens April 4, 2012 letter, the nt has provided a draft Common Area Maintenance Agreement discussing the ownership and maintenance responsibilities associated with the proposed subdivision roadwa devices. In concert with this agreement, an HOA access/maintenance easements should be shown on the plans for the roadway and common area stormwater devices subject to the agreement. Additionally, the applicant shall furnish a description of the maintenance requirements of each stormwater device in the agreement (or make reference to the SWPPP and Plans which discusses the same). The proposed agreement should be reviewed and approved by the Town Attorney and subsequently filed in the County Clerks office. Conclusions and Recommendations Based upon our review, all technical comments offered have been pending the completion of the above items.
