No: Site Plan 31-2012 Dear Mr. Brown: The Chazen Companies (Chazen) has received the submission package from your office for the Frank Parillo property at 199 Corinth Road. The Applicant intends to remove all existing structures and clear a large portion of the project site (2.4 acres of disturbance). Submitted information includes the following: Site Plan entitled, Site Plan, prepared by Hutchins Engineering, dated April 10, 2012; Survey map entitled Map of a Topological Survey made for Frank Dusen & Steves Land Surveyors, last revised November 8, 2011 A Stormwater Pollution Prevention Plan, prepared by Hutchins Engineering, dated May 15, 2012, and A Site Plan Application with supporting documentation, dated May 9, 2012. Your office has requested that we limit our review to the designwater management and erosion and sediment control items as it relates to compliance to local, Based on our review of the information provided, Chazen offers t consideration: Stormwater Management & Erosion and Sediment Control: 1.The proposed site improvements include the soil disturbance of more than 1-acre of land and appears to fall under Table 1 of Appendix B of the NYSDEC General Permit GP-010-0-001, therefore a Basic SWPPP is required and has been submitted by the Applicant. Also, Section 179-6-080 of the Town Code states that stormwater drainage plans shall analyze the impacts of a project using at least a 50-year return interval storm for commercial projects. Our office does not take exception to the Planning Board waiving this requirement given t decrease in impervious surface and the Applicant does not proposhe hydrology of the site. It is noted however, that any proposed commercial project on this property will be required to develop a SWPPP that includes post construction stormwater contr the proposed commercial development disturbs less than one acre of land as it would be considered part of a larger common plan for development, since t stages that result in more than 1 acre of overall disturbance. 2.Part III.A.8. of the NYSDEC General Permit requires that the SWPPP contains documentation supporting the determination of permit eligibility with regard t Archeological Resource). At a minimum the criteria outlined in documented to support permit eligibility. This shall be included within the SW made to any supporting studies completed. 3.Part I.D.4 of the General Permit, prohibits discharges from cons affect a listed or proposed to be listed, endangered or threaten Documentation that this project complies with this provision of the General Permit needs to be provided in order to support permit eligibility. This informatioincluded within the SWPPP with reference made to any supporting studies completed. 4.It is recommended that the Applicant provide a specification for a permanent vegetative cover (and associated mulching requirements) for the contractor to use Temporary seeding (annual ryegrass) is depicted on the plans, ho appears appropriate as there is no planned permanent features or landscaping proposed on site. Also the plans state that All bare earth areas shall be seeded and mulched within 5 days completion of work& where the SWPPP indicates this shall be done within 14 days. App should revise for consistency.
