Staff Notes_06 21 12 Department of Community Development Queensbury Planning Board Staff Notes June 21, 2012 APPLICATION: Site Plan 32-2012 APPLICANT: Colleen Hogan-Clark REQUESTED ACTION: Site Plan Review LOCATION: 19 Pioneer Point EXISTING ZONING: Waterfront Residential SEQRA STATUS: Type II PARCEL HISTORY: SP 76-90: Demo seasonal camp; build SFD Approved 10-16-90 AV 59-90: Road frontage relief Approved 8/15/1990 PROJECT DESCRIPTION: Applicant proposes to demolish existing 296 sq. ft. dock with a 340 sq. ft. boathouse and replace with a new 518 sq. ft. dock with 594 sq. ft. boathouse. Boathouse in the WR zone requires Planning Board review and approval. This application is eligible for expedited review based on Planning Board Policies and Procedures Section 7J. STAFF COMMENTS: This application is eligible for expedited review per the Town of Queensbury Planning Board Bylaws and Policies & Procedures. As per Policy and Procedures, section VII J (2): Applications for covered boathouses, conversion of peaked roof boathouses to flat roofed boathouses, waterfront decks, normally requiring site plan approval by the Planning Board where the project does not require any relief from the Town’s zoning ordinance, may be eligible for expedited review. This class of project may be eligible for expedited review where the applicant and/or Zoning Administrator can identify minimal or no impacts to adjoining properties and the environment. Review:  The boat house as proposed is to be 14’-3” above the mean high water mark and as such does not exceed the maximum 16 foot height requirement per §179-5-060A(11).  The boathouse, as designed, appears to show no facilities for sleeping, cooking or sanitary facilities as per §179-5-060A(12).  Shoreline buffer requirements apply to this application as per §179-8-040A(7).
