ASSOCIATES FOR PREPARATION OF NEW YORK STATE
ENVIRONMENTAL FACILITIES CORPORATION GRANT FUNDING
APPLICATION-JENKINSVILLE WATER SUPPLY PROJECT

WHEREAS, the Queensbury Town Board wishes to engage C.T. Male Associates for
preparation of a New York State Environmental Facilities Corporation 2022-2023 Drinking Water
State Revolving Loan Fund Intended Use Plan Grant Funding Application to be prepared for possible
State Revolving Fund financing to support the Jenkinsville Water Supply Project as delineated in C. T.
Male's August 4, 2022 letter presented at this meeting,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes and directs engagement of
C.T. Male Associates for preparation of a New York State Environmental Facilities Corporation 2022-
2023 Drinking Water State Revolving Loan Fund Intended Use Plan Grant Funding Application to be
prepared for possible State Revolving Fund financing to support the Jenkinsville Water Supply Project
as delineated in C. T. Male's August 4, 2022 letter substantially in the form presented at this meeting
for an amount not to exceed$2,100, and
BE IT FURTHER,
RESOLVED, that such services shall be paid for from Engineering Account No.: 001-1440-
4720-009, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
execute any needed documentation including a Grant Funding application and the Town Supervisor
and/or Town Budget Officer to take all action necessary to effectuate the terms of this Resolution.

RE: PROPOSAL
NYS Environmental Facilities Corporation (EFC} Funding Preparation
Jenkinsville Water Supply Project
Dear Supervisor Strough:
G.T. Male Associates Engineering, Surveying, Architecture, Landscape Architecture &
Geology, D.P.C. (C.T. Male) appreciates the opportunity to submit a Proposal to prepare
a Project Listing Form for the 2022-2023 Drinking Water State Revolving Loan Fund
(DWSRF) Intended Use Plan (IUP). The listing enables the Town to be prepared for
possible SRF financing(low interest loan and/or supplemental grant funding) to support
the Jenkinsville Water Supply Project.
The deadline for the 2022-2023 IUP is August 31st, and the listing will allow the
Environmental Facilities Corporation (EFC) to evaluate the Project for future loan and
grant financing through the State Revolving Fund. There may also be supplemental grant
funding through the Bipartisan Infrastructure Law (BIL) that is targeted to eliminating
emerging contaminants in municipal water systems. Being listed on the next IUP will
also help the EFC determine how the BIL funding will be utilized in addition to, or
separate from, the existing SRF financing.
As you are aware, C.T. Male has a strong background in development and engineering
support for preparation of infrastructure funding applications. C.T. Male's diversity of
expertise is a key component of the success we have had for a variety of water, sewer,
transportation and similar types of applications, with coordination from our full-time
community development manager (who is also a Queensbury resident).
We will prepare the Intended Use Plan listing and advise the Town on the potential
eligibility of the Jenkinsville Project for future grant,loan,and supplemental BIL funding
as more details about that new resource become available. Our fee for the IUP Project
Listing and all associated documents to be submitted to the EFC will be$2,100.00
