Dear Mr. Brown:
The Chazen Companies (Chazen) has received the latest submission package from your office for a site
plan application for the above referenced project. Based upon our review of the information provided,
Chazen offers the following comments for the Towns consideratio
Stormwater Management & Erosion and Sediment Control:
1.In response to Comment 1 of Chazens May 10, 2012 letter, the Applicant has requested a waiver
from providing a stormwater analysis using the 50-year design storm as required by Section 179-
6-080 of the Town Code. Our office would not take exception to the Planning Board provid a
waiver from this provision provided the Applicant enlarge the st
proposed crushed stone and permeable paver systems to the maximu
recommended by the manufacturer of the paver systems. By maximizy of
the reservoirs, reasonable mitigation of stormwater runoff from the site should be realized.
2.In response to Comment 2 of Chazens May 10, 2012 letter, the ap
stormwater infiltration trench required as per the 2009 site plan for the site, not be utilized, as
the currently proposed permeable paver systems accommodate runoff associated with the 2009
site plan application (small building addition). This appears to
systems are proposed, our office would not take exception if the previously approved storm
water trench was not installed as part of this site plan.
3.In response to Comment 3 of Chazens May 10, 2012 letter, the applicant indicat
opinion that the existing use should be deemed a low-usage area in reference to the permeable
grass pavers. Based on the definitions provided in Chapter 9 of the 2003 NY
Design Manual for high and low usage areas, it appers that this application would constitute a

high-usage area. Section 9.5.5 states that commercial overflow parking is considered a high-
usage area and since this is the primary parking area for this e
under this classification. Based on this determination the applicant should use 50% permeability
for both the crushed stone and grass parking systems, as required by Town Policy.
4.In response to Comment 5 of Chazens May 10, 2012 letter, the applicant has requested tha
recommended installation of a sign stating that no sand should b
maintenance operations be waived. The use of the sign is recommended, however not required,
to assist in reminding owners/winter maintenance contractors to sand during clearing
operations and to promote the longevity of the system.
5.The project narrative appears to be outdated as references to thin said
narrative no longer match the most current plan. As such the narrative should be updated for
clarity.
Conclusions and Recommendations
It is our opinion that the applicant should provide clarification
changes in subsequent plan submissions.
