Chazen Project # 91204.18
Queensbury Ref. No: Building Permit 36-2012
Dear Mr. Brown:
The Chazen Companies (Chazen) received the submission package from your office for the Conway
Residence, located at 32 Nacy Road. The Applicant has reputedly deviated from the initial site plan which
was approved by the Planning Board on March 22, 2012. Submitted information includes the following:
The originally approved site plan entitled Site Plan prepared for James & Lillian Conway
prepared by Hutchins Engineering, dated November 22, 2009 and approved on July 1, 2011;
An as-built survey entitled Map of a survey for James & Lillian Conwa
Dickinson Associates, dated November 29, 2011 and last revised on June 5, 2012.
Your office has requested that we review said deviation from the original site plan, which consistland
grading within 50 feet of Glen Lake, as it realtes to local stormwater and erosion and sediment con
regulations. Based on our review of the information provided as well as a site visit by Chazen wh
occurred July 3, 2012, Chazen offers the following comments for
Erosion and Sediment Control
1.During Chazens July 3, 2012 site visit, slopes in excess of 1:1 (H:V) were observed in the area
adjacent to the house and the neighboring property. In this location the silt fence appeared to be
filling with mulch as mulch is carried down the slope. Further, slopes in excess of 2:1 were
observed between the house and the lake. The slope has been planted with Junipers an
mulched to a depth of approximately 3 inches. While vegetation was planted on the slope, the
density of said vegetation is low and does not appear to be adequat
stability and erosion control.

The Town design standard for erosion and sediment control device
Specifications for Erosion and Sediment Control (NYSSESC). Design Criteria #2 of the Standard
and Specifications for Landgrading found in the NYSSESC, states the following:
Cut and fill slopes that are to be stabilized with grasses shal
exceed 2:1, special design and stabilization consideration are r Based on this, it appears
that additional measures are warranted in the areas of 2:1 slopes and g
erosion control is provided. As such, it is recommended that the applicant utilize
alternative/additional methods to ensure long term erosion contrtional stone
work can be utilized in the areas that are 1:1 to flatten the slope, and erosion control matting and
additional plantings could utilized in the areas of 2:1 slopes. It is requested that the Applicant
reevaluate the existing slope design and provide additional structural measures
erosion and sediment control.
Conclusions and Recommendations
It is our opinion that the applicant should provide clarification for the above items and incorporate the
change on the site following review.
