Narrative & Responses A-O900 Route 146 Clifton Park, NY 12065 (P) 518.371.7621 (F) 518.371.9540 edpllp.com PROJECT NARRATIVE Proposed Single Family Dwelling at 40 Dark Bay Lane Town of Queensbury DATE: March 8, 2022 APPLICANT: Dark Bay Lane, LLC 60 Masters Common So Queensbury NY 12845 The applicants are proposing modification to the existing site including removal of the existing single-family dwelling and construction of a new single-family dwelling in the same footprint but including a second story and an attached garage. The project site is an approximately 0.44-acre parcel location at 40 Dark Bay Lane in the Town of Queensbury, NY. The existing property currently contains an existing single-family dwelling along with a shared access road for the neighboring parcels, a private driveway and associated parking areas. The proposed site modifications will include an new single family structure with attached garage and deck, driveway and parking area realignment and grading, and a new septic system With the installation of permeable pavers in the parking areas, portions of the driveway, walkway and patio the overall impervious area on the site will actually decrease from existing. Overall, the proposed soil disturbance on the site will be under 15,000 sf and therefore requires a minor stormwater permit from the Town of Queensbury and does not require a NYSDEC SPDES Permit. As summarized below the proposed project will be compliant with section 179-9-080 of the Town of Queensbury Code. A. The proposed project does not propose any change in use or intensity of use and therefore remains consistent with the Towns Comprehensive Plan. B. The proposed site will require variances for setbacks and floor area ratio to fully comply with Chapter 179. C. Typical residential pedestrian pathways such as walkways to entry and paths to lakefront are proposed. D. The proposed project includes a new septic system that was granted Board of Health approval for setbacks to the neighboring well and property lines. Stormwater management on the site has been developed in accordance with the Towns requirements for a minor project. E. The proposed project does not propose any change in use or intensity of use and therefore remains in harmony with the general purpose of the Town Code. F. The proposed project will not increase the intensity of the proposed use and therefore will not increase traffic volume. The residential project will include guest parking areas off the access road and additional parking in the garage. H. The proposed project will have no impact on the natural, scenic, aesthetic, ecological, wildlife, historic, recreational or open space resources of the town. I. The proposed project will not result in any changes to the existing pedestrian access and circulation. J. The proposed project will incorporate stormwater management including shallow grassed depressions, rain gardens and permeable pavers in order to control stormwater runoff from the site. The stormwater management was designed in accordance with the requirements for a minor project. K. A new septic system has been proposed to service the project. The applicant is proposing a lake water supply for the house. L. Tree clearing on the site will be kept to a minimum. M. The proposed site modification will not result in the increased demand for emergency services or fire protection. The proposed project will not restrict any existing fire lanes and access to the site. N. Grading and drainage plans have been developed to ensure there is not standing water on site between storm events. O. The proposed project conforms to all applicable design and performance standards of Chapter 179 of the Town Code.
