Pursuant to the tabling motion issued at the January 23`d Planning Board meeting,
I am proposing the following change to my request for modification to approved site plan
13-2004.
I am proposing that Item 3 (From my letter of 12/01/06, and attached) dealing
with building lighting, be changed as follows:
All existing up -lighting will be removed. In order to provide minimum lighting of
the building I am proposing installation of 3) 150 watt fixtures mounted on the
building(back) side of the Porte Cochere. These fixtures have been temporarily mounted
to provide the board with an accurate sense of their minimal impact, as photometrics for
this application are impossible. This plan is designed to eliminate any light emission
toward the sky because of their low wattage, close proximity to the building and
horizontal positioning.
I request that I be put on the April Planning Board Agenda.

Lighting Plan Modifications

I am requesting the following modifications to the approved lighting plan for the
Country Inn & Suites Hotel.
I . Due to the difficulty in locating light poles close to the top of the retaining wall on
the north side of the parking lot, it was necessary to reconfigure the lights on
poles located in the two planting areas on that side of the lot. The result is the
same number of poles with a different fixture mix and configuration.
2. The three 100w light fixtures & poles by the outdoor pool were moved to the
walk area at the north east corner of the building to provide adequate lighting.
3. Up -lights @ the front of the Up lighting was inadvertently left out of
the original plan. Initially s' 25 light fixtures were installed shining up on the
front (west) side of the building. -two fixtures located above the 1 a floor porch
roof on either side of the entrance, and two low ground flxn es on either side of
the entrance. These factures were mounted such that they would easily rotate and
would from time to time be moved to shine in various directions. We have since
removed one ground light from each side of the entrance, and sec ers.
Currently what we have, and what I am requesting to keep, are tw p
lights in the lawn on either side of the main entrance, and the tw 2
located above the porch roof.

Any construction, addition or replacement of structures in the Waterfront Residential Zone (WR-1A
& WR-3A) is subject to the Floor Area Ratio requirements as defined in Section 179-16 of the
Town of Queensbury Zoning Ordinance.
Floor Area Ratio (FAR) is the relationship of building site to lot size dividing the total building
square footage by the lot size in square feet, yielding a percentage. The maximum allowable FAR
is 22 percent.
"' Please note that FAR requirements are separate and distinct from the permeable area
requirements that may apply.
Building square footage includes all floors of the primary structure, covered porches, and
basements (when at least three (3) feet in height of one (1) wall is exposed and the space meets
the living space requirements as defined in Section 711 and 712 of the NYS Building Code.
Detached storage buildings greater than 100 sq. ft. and detached garaged are also included in the
FAR calculations. Building square footage does not include: open decks, docks and that portion of
covered docks extending into the water, and one shed 100 sq. ft. or less. All additional sheds are

PROJECT DESCRIPTION: Applicant proposes modifications to the previously approved
lighting plan, stormwater design, and the maintenance of an existing cabin (to be removed).
STAFF COMMENTS:
Staff has submitted the previously approved lighting plan for comparison.
The applicant has submitted a revised lighting grid incorporating the site changes of the pole
lights in the parking area and the addition of four new fixtures at the front entrance of the
building. However, cut sheets for the different pole light fixtures (triple -mounted) and for the
four new fixtures at the front have not been provided. The description provided of the latter
"uplights" would suggest that these are nonconforming fixtures.
The most notable change to the parking lot lighting is the relocation of the 3 pole lights
surrounding the pool (in back of the hotel) to the parking area at the rear of the site. The
lighting grid provides a table specifying statistics for the parking area, which maintains an
average 2.75 footcandles (Code calls for 2.5). The Board may request the same for the front
of the hotel.
The minor changes to the stormwater design have been signed -off by the Engineer (EDP)
and, with that, addresses the deficiency stated in Bruce Frank's site inspection report (no. 4),
dated September 14, 2006.

During the final site plan inspection on September 11, 2006, the following
deficiencies were discovered:
1) Dumpster enclosure not yet completed.
2) Cabin 7/8 not removed.
3) Temporary electrical service not yet removed (at northwest corner).
4) Stormwater Basin #1 built different than that approved. "As built" plans
must be submitted with engineer's sign -off.
5) Site lighting much different than that approved. The "as built" lighting plan
will need to be submitted for review and approval.
6) Filter fabric not yet removed from all catch basin grates.
It is my expectation you will propose a schedule by September 29, 2006 (subject
to approval by this office) to correct the above referenced deficiencies. Should

Dear Craig:
At the request of Dave Menter, owner and applicant for the Country Inn and Suites project located on the
lands of the Wakita Motel I am submitting two prints of a modified site plan for the referenced project.
Attached please find the following:

The purpose of this revision is to provide a site plan in conformance with field changes made during the
construction phase of the project. At the time of construction Mr. Menter inquired about the feasibility of
placing the Hotel sign in the location of a small stormwater feature. The purpose of the stormwater
component was not in providing required storage volume but as a secondary storage in the event of a
blockage of a discharge invert. It was merely an additional factor of safety in preventing an already unlikely
discharge to the driveway area. We advised Mr. Menter of this fact and he proceeded with the sign
placement as indicated. We also concurred with his contractor's suggestion to place drywells within the two
upgradiant stormwater basins. These drywells, noted as DW #1 and DW #2 on the revised plan, restore
approximately 50% of the prior volume of the displaced basin. Also note that additional storage volume
(not previously factored into the design) is in fact available at the terminal end of the piping system.
Due to the minimal affect this revision has on the stormwater system and the lack of impact it has on
meeting design requirements we did not recognize this revision as anything significant. I submit these
plans for what could be an administrative action on the revision. Should you need additional prints or

modification to an existing approved site plan. Modifications to stornwater, lighting and addition of a storage building.
Modifications to existing approved site plans require review by the Planning Board.
2. WHEREAS, a public hearing is not required for a modification; and
3. WHEREAS, this application is supported with all documentation, public comment and application material in the file of record;

4. WHEREAS, pursant to relevant sections of the Town of Queensbury Zoning Code [Chapter 1791 the Planning Board has
determined that this proposal comkes with the requirements as stated in the Zoning Code; and
7. WHEREAS, final approved pans, in compliance with the Site Plan, must be submitted to the Community Development
Department before my further review by the Zoning Adramishvtor or Building and Codes personnel. Subsequent issuonce of
further permits, including building permits are dependent on receipt.
